EBA Kharkiv Coordination Council Meeting

17/ 07/ 2025
During the online meeting of the EBA Kharkiv Coordination Council participants discussed the crucial role of business as a driving force for the survival and recovery of enterprises in frontline regions, particularly in Kharkiv region. The discussion focused on the need for systemic support for businesses operating under the challenging conditions faced by companies located near the frontline. In this context, the Committee on Ukraine’s Recovery, together with the Dnipro, Southern Ukrainian, and Kharkiv Offices of the Association and experts from BDO in Ukraine, developed a comprehensive package of proposals aimed at supporting businesses — available via link. The proposed measures include: Provision of tax incentives Access to credit programs Insurance for war-related risks Restoration of critical infrastructure Implementation of digital solutions to simplify doing business. The document remains open for updates and additions to reflect the evolving needs of businesses. Therefore, special attention was given to the problems faced by affected businesses in the region. As a result of the meeting, it was decided to establish a working group. Its task will be to gather and exchange information from businesses that have suffered losses, as well as to develop practical solutions and next steps for cooperation — both among companies themselves and with local authorities and the government. We sincerely thank the members of the EBA Coordination Council in Kharkiv — Ihor Balaka, Serhii Polituchyi, Oksana Shakhova, Eduard Rubin, and Ihor Sbitnev — for their active participation, expert insights and readiness to work together to support businesses in these extremely challenging circumstances.
