The Government launches a pilot project to verify the origin of timber in line with the EUDR

08/ 12/ 2025
The European Business Association welcomes the Government’s decision to launch a pilot project aimed at verifying the origin of exported timber in accordance with the requirements of the EU Deforestation Regulation (EUDR). The relevant Resolution No. 1552 of 28 November, “On the Implementation of a Pilot Project for the Introduction of European Union Legislation on Preventing Deforestation and Forest Degradation”, has been adopted by the Cabinet of Ministers of Ukraine. Its purpose is to ensure compliance with EUDR requirements for Ukrainian timber and timber products to access EU markets. To meet the EUDR requirements, a pilot project has been approved, an electronic exporter’s account integrated into the Unified State Electronic Timber Accounting System. Companies dealing with EU-regulated goods must comply with conformity standards in order to access the EU market. Under the EUDR, European importers will be obliged to conduct thorough due diligence on the origin of products prior to each import. This means that Ukrainian companies will be able to provide a complete set of accompanying documentation through the electronic exporter’s account within the Unified State Electronic Timber Accounting System, including: Confirmation of timber origin; Provision of geographical coordinates of harvesting sites; Generation of the documents required for export to the EU. This will enable full traceability of timber from the harvesting site to the point of export and will prevent illegally sourced raw materials from entering the market. All companies falling within the scope of the EUDR must comply with its requirements in order to continue operating within the European Union.
