Health Care Committee Annual Meeting: 2025 outcomes and priorities for 2026

  On 3 December, the Health Care Committee of the European Business Association held its annual meeting, during which participants outlined a shared vision for the development of the sector amid the war and Ukraine’s gradual integration into the European space. The discussion focused on regulatory harmonisation, updating approaches within the healthcare system, and the changes expected for the sector in 2026. The meeting brought together representatives of pharmaceutical companies, the relevant Committee of the Verkhovna Rada of Ukraine, the State Enterprise “State Expert Centre of the Ministry of Health of Ukraine” (SEC), the National Health Service of Ukraine (NHSU), Medical Procurement of Ukraine (MPU), the State Service of Ukraine on Medicines and Drugs Control, as well as other stakeholders. In an open discussion, participants focused on how to move forward to ensure predictable and consistent integration into the European regulatory framework. At the opening of the meeting, Heorhii Viktorov, Chairman of the Board of the EBA Health Care Committee, and Mykhailo Radutskyi, Chairman of the relevant Committee of the Verkhovna Rada of Ukraine, outlined the key challenges and achievements of the year and emphasised the importance of continuous dialogue between business and the state in times of instability. Heorhii Viktorov stressed that the ability of businesses to operate under difficult conditions, seek solutions and continue moving forward is the foundation of the sector’s resilience. Mykhailo Radutskyi highlighted the role of businesses that continue to invest in Ukraine and noted progress in harmonisation with EU norms: this year, Ukraine received 4 out of 5 points in the relevant negotiation cluster. In his speech, he outlined both regulatory achievements already implemented and ambitious goals for the near future. Among the key points of the Head of the parliamentary committee’s address were: implemented regulatory changes, including the operation of the National Price Catalogue, the launch of the reference pricing mechanism, and the implementation of the Bolar rule; increased funding for medicine procurement and an expanded role for local budgets; ambitious targets for 2026, including legislative solutions on medical devices, biocides, biosafety, cross-border healthcare, and reproductive technologies; support for innovation and the creation of conditions for localising production, including active pharmaceutical ingredients (APIs). During the panel discussion, representatives of the NHSU, SEC, the State Service of Ukraine on Medicines and Drugs Control, and Medical Procurement of Ukraine shared their achievements in 2025 and plans for 2026. In particular, they discussed further digital transformation, increased transparency of procedures, the development of clinical trials, reimbursement programmes, updates to the State Register of Medicinal Products, and the advancement of health technology assessment. A dynamic blitz interview session with legal experts provided a concise yet insightful overview of the key changes of the year and outlined the topics that will shape business operations in 2026. At the conclusion of the meeting, the Committee team presented the results of its activities in 2025 and expressed gratitude to the companies that actively contributed to the preparation of positions, analytical work, and dialogue with public authorities. It is precisely this joint effort that creates the foundation for systemic changes that will shape the sector in 2026 and beyond. The Committee noted the significant contribution of each member to achieving shared results and looks forward to continued cooperation in 2026.
