EBA representative participated in the presentation of the Government’s Action Programme

  On 18 August, Natalia Artemchuk, Manager of the Tax and Customs Committees at the European Business Association, attended the presentation event of the new Government’s Action Programme. The EBA is pleased to see that the priorities of the business community have been reflected in the draft Action Programme. As a reminder, the European Business Association had previously prepared a list of business priorities for the new Cabinet of Ministers and submitted specific proposals for inclusion in the updated Government Action Plan. Key business proposals included in the draft Action Programme: Reform of the State Customs Service and modernisation of the State Tax Service; Reduction of the shadow economy; Digitalisation of services and control procedures for businesses, including e-Excise, e-Notary, electronic courts, and online monitoring of gambling licences; Integration into the EU Single Digital Market, including EUDI Wallet and recognition of the Ukrainian digital signature within the EU; Development of telecommunications infrastructure, launching pilot projects for 5G, Direct to Cell, and creation of a single roaming zone with the EU. The business community also welcomes the initiative to introduce a five-year moratorium on tax audits, except for high-risk sectors prone to shadowisation. The EBA is grateful to the Government for addressing the challenges faced by businesses in frontline regions, reflected both in the draft Action Programme and in several recent decisions of the Cabinet of Ministers of Ukraine. In particular, the business community welcomes proposals to allow critical enterprises in frontline areas to reserve 100% of mobilisable employees, as well as provisions for additional grants to support agricultural production and other sectors. Currently, the EBA Ukraine Recovery Committee, together with its regional offices in Kharkiv, Dnipro, and Odesa, is preparing an updated package of proposals for the Government on supporting businesses in frontline regions. The business community looks forward to continuing an open dialogue with the authorities to find effective solutions in this area. During the event, one of the key business concerns raised was national security. The business community will continue to support the Armed Forces of Ukraine and advocate for transparent and equal business conditions, with zero tolerance for corruption and the shadow economy. The European Business Association thanks the Cabinet of Ministers of Ukraine for the invitation and the open dialogue. We will continue this constructive cooperation to foster a responsible business environment in Ukraine.
