The Future of Accounting IT Systems in Ukraine: Implications of a Possible 1C Ban and Overview of Alternatives

03/ 09/ 2025
On August 29, a meeting of the Law and Tax Committee of the European Business Association took place at Futura Hub, Nat Coworking. 🔹 The discussion focused on the potential legislative ban on the use of 1C software in Ukraine and its implications for business. 💬 Khrystyna Onyshchenko, Partner at Nexia DK and Head of the Law and Tax Committee, presented a legal analysis of the situation: 🖇️ starting from January 1, 2030, the sale, use, and distribution of “hostile” software products is planned to be prohibited; 🖇️ by the end of 2025, the State Service of Special Communications is expected to launch a register of banned software; 🖇️ fines of up to 2 percent of annual turnover are envisaged for companies that continue using prohibited software after 2030. 💼 Nataliia Kyrnychna, COO of SFox Group GmbH, presented a comparative overview of ERP solutions that could serve as alternatives to 1C: 🔹 Microsoft Dynamics 365 Business Central, offering scalability and international standards, but with high costs and limited localization; 🔹 Odoo, valued for its flexibility and modularity, though requiring additional localization solutions; 🔹 Master Accounting, providing full localization for Ukraine and industry specific configurations; 🔹 Bookkeeper, a simple SaaS solution for sole proprietors and small businesses; 🔹 Vpravno (Codejig ERP), a modern Ukrainian low code system with integrations and a mobile version. 📊 Participants also received practical recommendations for planning the transition to new systems: 🔸 appoint responsible persons for the process; 🔸 test systems through demo versions; 🔸 conduct a process audit and prepare technical requirements; 🔸 implement changes in stages. 🚀 Key recommendations to minimize risks: choose reliable vendors, use ready made integrations, avoid excessive customization, train staff, and allocate a contingency budget. This meeting once again confirmed that the time to prepare for change is now. A gradual transition to alternative solutions is not only about complying with legislation, but also an opportunity to optimize business processes and increase efficiency.
