Lobbying in a new way: what businesses need to know

  On 1 September 2025, the Law of Ukraine “On Lobbying” No. 3606-IX comes into force. From that date, any activity falling under the definition of “lobbying” will be allowed only after prior registration in the Transparency Register of the National Agency on Corruption Prevention. The new law introduces a number of changes for businesses, including: mandatory registration of lobbying activities; establishment of rules for interaction with government authorities; requirements for submitting regular reports; introduction of sanctions in case of non-compliance. For businesses, this means reviewing approaches to communication with government bodies and strengthening internal control over lobbying activities. The Lobbying and Transparent Policies Committee of the European Business Association has prepared recommendations for businesses to help them prepare for the new requirements. These recommendations can be viewed via the following link. The Lobbying and Transparent Policies Committee also continues to actively cooperate with the NACP and the Verkhovna Rada on the launch of the Transparency Register and ensuring effective implementation of the new legislation. In particular, it is promoting the adoption of Draft Laws No. 13339 and No. 13340-1, which aim to postpone sanctions and improve certain provisions of the Law “On Lobbying”. The EBA invites companies to join the community to share experience and collaboratively address challenging issues.
