16/ 07/ 2025
The Industrial Ecology and Sustainable Development Committee of the European Business Association has prepared an analytical study titled: Establishing and Implementing the Nationally Determined Contribution while Preserving the Ukrainian Economy: Key Challenges and Solutions. THE STUDY The document is based on consultations with industry experts from the Committee, who possess hands-on experience in implementing environmental policy across industrial sectors, as well as on contributions from the business community regarding the implementation of climate goals amid wartime conditions. The study highlights, in particular, the risks of setting climate targets without proper prior consultation with businesses and industry specialists. Such an approach poses significant challenges for Ukrainian enterprises and may affect how Ukraine’s climate policy is perceived by international partners. The Committee puts forward a range of practical solutions aimed at ensuring a balance between environmental commitments and the country’s economic resilience. The Committee also urges the government to adopt a realistic approach when shaping climate policy during wartime, taking into account the needs of Ukrainian businesses as key stakeholders in the recovery process and in ensuring the country’s economic stability.
