State Statistics Service presented its development strategy to business: a course towards digitalisation and European integration

  On 4 December, the European Business Association held a meeting with Arsen Makarchuk, Head of the State Statistics Service of Ukraine, during which representatives of the agency outlined the key directions for the development of statistics in Ukraine. Data as the Foundation for Decision-Making Data remains a crucial tool for shaping decisions in both the public and private sectors, especially in wartime conditions. Despite competition from international organisations and analytical institutes, the State Statistics Service aims to maintain its role in the data market. The agency is working on a new model for estimating the population, the results of which are expected to be published in early 2026. State Statistics Service 2.0: Digitalisation and New Approaches The central element of the transformation is digitalisation. The integrated “Sigma” system will ensure a unified environment for producing statistics, using modern analytical tools, and improving data quality. The team is simultaneously updating methodologies and streamlining outdated processes to enhance the quality of statistics despite limited resources. European Integration and Alignment with EU Standards Statistics play an important role in the EU negotiation process. By 2028, the State Statistics Service must implement all necessary European standards, as data form the basis for assessing the country’s readiness for membership. One of the innovations is StatGPT, an AI-based tool that has attracted Eurostat’s interest and will be presented in 2026. Restoring Statistical Production and New Products The State Statistics Service is reinstating statistics for the periods that were inaccessible at the beginning of Russia’s full-scale invasion and aims to publish complete datasets. The agency also plans to begin publishing expanded regional and municipal statistics from mid-2026. A new household survey — the first since the start of the war — has been launched and will become regular from 2026 onwards. Institutional Capacity and Partnerships The agency is working to strengthen the expertise of its team, optimise internal processes, and develop international partnerships. One of its key areas of focus is reducing the reporting burden on businesses and citizens by making broader use of administrative data already collected by other state bodies. New Communication and a New Role for Statistics The State Statistics Service is updating its brand and approaches to user engagement. Its ambition is to become the country’s central Data Steward and a single window for accessing statistical information from state sources.
