Business calls for extending the preferential import regime for energy equipment into 2026

  The European Business Association has appealed to the Verkhovna Rada and the Government of Ukraine to support and promptly adopt draft laws No. 14089 and No. 14090, which propose extending the preferential import regime for energy equipment through 2026 and expanding the list of such equipment. These documents were reviewed during a meeting of the Parliamentary Committee on Energy and Housing and Communal Services. Draft Law No. 14089 “On Amendments to Section XXI ‘Final and Transitional Provisions’ of the Customs Code of Ukraine to Facilitate the Restoration of Ukraine’s Energy Infrastructure” and Draft Law No. 14090 “On Amendments to Subsection 2 of Section XX ‘Transitional Provisions’ of the Tax Code of Ukraine to Facilitate the Restoration of Ukraine’s Energy Infrastructure” provide for the continuation of the preferential import regime for energy equipment and an expanded list of goods, including equipment for wind power plants. During the discussion on November 5, members of the Parliamentary Committee on Energy and Housing and Communal Services also proposed adding transformers to the list, as substations have increasingly become targets of enemy attacks. This initiative was supported by representatives of the Ministry of Energy and the Energy Community Secretariat. Following the meeting, it was recommended that the Parliamentary Committee on Finance, Tax, and Customs Policyinclude the draft laws in the agenda and adopt them as soon as possible. The EBA Energy Committee emphasizes that extending and expanding these exemptions is crucial for the rapid restoration of electricity generation and the country’s energy infrastructure. The Association has already sent an official letter to Danylo Hetmantsev, Chair of the Parliamentary Committee on Finance, Tax, and Customs Policy; Andriy Gerus, Chair of the Parliamentary Committee on Energy and Housing and Communal Services; and Svitlana Hrynchuk, Minister of Energy of Ukraine, calling for the swift adoption of draft laws No. 14089 and No. 14090 as a whole.
