ЕВA welcomes the signing of the Public-Private Partnership Law

  On 30 July 2025, the President of Ukraine signed Law No. 4510-IX of 19 June 2025 on Public-Private Partnership (PPP), which establishes a modern regulatory framework for cooperation between the state and the private sector in rehabilitating public infrastructure and the economy after the war. Earlier, the EBA, in particular, the Ukraine Recovery Committee and the Logistics Committee, supported the need for adopting this Law, which aims to: Simplify procedures for preparing and implementing PPP projects for the reconstruction of infrastructure destroyed by the war, as well as new construction projects related to the post-war restructuring of the economy; Improve the preparation and implementation of PPP projects at both the national and local levels, ensuring flexibility and efficiency of cooperation; Introduce an EU-standard electronic procurement system for PPP projects, and align terminology with EU norms and Ukraine’s international commitments. The EBA is therefore grateful for the adoption of the Law and hopes that it will help unlock opportunities for new investment, encourage private capital to engage in the public sector, and lay the groundwork for qualitatively new conditions for the country’s post-war recovery.
