New criticality rules: how to confirm critical enterprise status

  On October 28, 2025, EBS held an expert offline meeting dedicated to the updated rules for obtaining the status of a critical enterprise for 2025–2026. The event was attended by representatives of Ukrainian businesses, HR directors, and financial and legal managers from companies operating in the industrial, infrastructure, energy, and service sectors. During the event, EBS experts provided an in-depth overview of the new government requirements and shared practical recommendations on how to complete the procedure without delays or risks. Key topics of the meeting included: Updated Resolution of the Cabinet of Ministers No. 76: what has changed in the rules and criteria for 2025. General and sector-specific criteria: how to prove compliance and avoid common mistakes. Military registration: a new mandatory requirement for obtaining status in most regions. Employee reservation: new quotas, the 45-day mechanism, and the algorithm for increasing limits. Criticality monitoring: how inspections are conducted after the status is granted.
