The event was organised by the Ministry of Health of Ukraine jointly with the Ministry of Economy, Environment and Agriculture, together with a number of European institutions.<\/p>\n<p data-start=\"629\" data-end=\"982\">The conference brought together representatives of Ukrainian and EU public authorities, including HERA, the European Medicines Agency (EMA), regulatory authorities of Lithuania, Denmark, Poland, Sweden, and Croatia, leading Ukrainian pharmaceutical manufacturers, sectoral associations, educational institutions, international organisations, and donors.<\/p>\n<p data-start=\"984\" data-end=\"1206\">During the thematic panel discussions, participants addressed key aspects of cooperation between Ukraine and the EU, the development of the pharmaceutical sector, and the formation of innovation policy, among other topics.<\/p>\n<p data-start=\"1208\" data-end=\"1566\">The Health Care Committee and the Clinical Trials Subcommittee of the European Business Association presented the current state of the clinical research sector in Ukraine, the challenges faced by the industry amid Russia\u2019s full-scale war against Ukraine and in the context of European integration, as well as possible steps to align with European practices.<\/p>\n<p data-start=\"1568\" data-end=\"1795\">Despite the unprecedented challenges posed by the war, Ukraine\u2019s clinical research ecosystem has remained stable thanks to resilience, rapid adaptation, and strong cooperation among all stakeholders. Key achievements include:<\/p>\n<ul>\n<li data-start=\"1568\" data-end=\"1795\"><strong>continuity of clinical trials and preservation of data quality<\/strong>, with the Ministry of Health, the State Expert Centre, and ethics committees continuing their work, including audits and inspections by the State Expert Centre, GCP training sessions, and sponsor audits;<\/li>\n<li data-start=\"1568\" data-end=\"1795\"><strong>adaptation to new conditions for conducting clinical trials<\/strong>, including electronic submission of documents for trial and substantial amendment approvals, the use of remote monitoring and source data verification, telemedicine, and electronic data capture tools;<\/li>\n<li data-start=\"1568\" data-end=\"1795\"><strong>recovery and stabilisation<\/strong>, with a gradual return of international sponsors observed since 2023, particularly in safer regions of the country.<\/li>\n<\/ul>\n<p data-start=\"2478\" data-end=\"2826\">Ukraine has retained its key competitive advantages, including rapid patient recruitment combined with consistently high research quality, the qualifications and experience of investigators, and a well-developed, geographically diverse infrastructure of research centres representing healthcare institutions across all therapeutic areas nationwide.<\/p>\n<p data-start=\"2828\" data-end=\"2880\">Among the key indicators and trends for 2022\u20132025:<\/p>\n<ul>\n<li data-start=\"2828\" data-end=\"2880\">191 new clinical trials were approved, including 166 international multicentre trials, sponsored by 84 sponsors and conducted at 902 centres (351 trial sites);<\/li>\n<li data-start=\"2828\" data-end=\"2880\">the number of newly approved clinical trials in 2025 was 3.1 times higher than in 2022, while the number of sponsors increased by 2.5 times compared to 2022\u20132023;<\/li>\n<li data-start=\"2828\" data-end=\"2880\">513 additional trial centres were approved within 121 ongoing clinical trials initiated by 51 sponsors;<\/li>\n<li data-start=\"2828\" data-end=\"2880\">12 post-trial access programmes were approved, enabling 162 seriously ill patients who had participated in clinical trials to continue receiving investigational medicinal products free of charge after the completion of their participation.<\/li>\n<\/ul>\n<p data-start=\"3563\" data-end=\"3780\">The next step in the development of clinical research and in enhancing Ukraine\u2019s competitiveness in the global clinical trials market should be the development of a National Clinical Research Development Strategy.<\/p>\n<p data-start=\"3782\" data-end=\"4030\">Ukraine is ready and fully equipped to contribute to global progress in innovative treatment development.
