These findings come from a survey conducted among member companies of the European Business Association in the region. According to the results, 56% of respondents consider the business environment difficult, while 44% describe it as satisfactory.<\/p>\n<p>Despite the challenges, the share of companies operating at full capacity has risen from 20% in 2024 to 56% this year. Among them, 33% report that up to 10% of their eligible male employees have been mobilised, 28% \u2013 between 10\u201320%, 22% \u2013 20\u201340%, and 6% \u2013 over 40%.<\/p>\n<p>As a result, the main factors negatively affecting business operations include the shortage of personnel caused by mobilisation and emigration (89%), as well as difficulties with staff reservation (50%). In addition to the staffing crisis, businesses face other challenges: 44% report a decline in consumer purchasing power, 39% cite fiscal pressure, and 22% experience logistical difficulties.<\/p>\n<p>The survey also found that for 50% of companies employing veterans, challenges remain regarding workplace adaptation and providing individualised support.<\/p>\n<p>Among the positive influences on business, respondents mentioned the \u201cAffordable Loans 5-7-9%\u201d programme, the region\u2019s industrial potential, and active dialogue with local authorities to address urgent issues.<\/p>\n<p>The Regional Military Administration received the highest rating among government bodies, while the State Tax Service, Customs, and National Police were rated satisfactory. However, businesses expressed the need for better cooperation with the Dnipro City Council and Territorial Recruitment and Social Support Centres.<\/p>\n<p>Business losses in the region since the start of the full-scale invasion remain significant: 94% of respondents reported losses, with 11% losing over USD 10 million, 39% between USD 1\u201310 million, and 44% up to USD 1 million.<\/p>\n<p>Although 44% of surveyed companies did not attract any financing, those who did relied mainly on bank loans (60%) and the \u201cAffordable Loans 5-7-9%\u201d programme (40%). The funds were primarily used to support operational activities and replenish working capital.<\/p>\n<p>Despite the challenging circumstances, businesses are planning for the future. In 2026, 56% of companies plan to digitalise their operations and implement AI technologies, 33% intend to expand and invest, and 28% plan to increase staff numbers.<\/p>\n<p>However, to make these plans a reality, businesses need concrete steps from the state. According to respondents, the top priorities for improving the business environment include war risk insurance (72%), reduced regulatory pressure (67%), as well as infrastructure restoration and preservation (50%) and lower labour tax burdens (50%).<\/p>\n<p>Businesses believe that the successful recovery of the region should be based on economic development (industrial parks, SEZs), infrastructure restoration, the return of Ukrainians home, and the elimination of corruption factors.<\/p>\n<p><em>For reference:<\/em><\/p>\n<p><em>The survey was conducted among member companies of the Dnipro Office of the European Business Association between 12 September and 9 October 2025.
