The findings of these studies, along with the inputs from the EBA\u2019s Committees, served as the foundation for the <a href=\"https:\/\/new.eba.com.ua\/wp-content\/uploads\/2025\/10\/Business-Climate-Note-Ukraine.pdf\">Business Climate Note<\/a>.<\/p>\n<p data-start=\"691\" data-end=\"741\">The document covers the following key areas:<\/p>\n<ul>\n<li data-start=\"691\" data-end=\"741\"><strong>Predictable Regulation<\/strong> \u2014 phased implementation of EU standards (REACH\/CLP, ETS\/CBAM, medical devices, e-audit, strong customer authentication) with transitional periods and official clarifications.<\/li>\n<li data-start=\"691\" data-end=\"741\"><strong>Capital and Finance<\/strong> \u2014 war risk insurance, guarantee instruments for SMEs, gradual liberalisation of foreign exchange restrictions and dividend repatriation.<\/li>\n<li data-start=\"691\" data-end=\"741\"><strong>Human Capital<\/strong> \u2014 improving mobilisation deferment rules, avoiding double taxation of citizens temporarily residing abroad, and developing targeted reskilling programmes.<\/li>\n<li data-start=\"691\" data-end=\"741\"><strong>Trade Procedures<\/strong> \u2014 simplification and harmonisation of customs and licensing processes, digitalisation, and the development of sustainable supply chains.<\/li>\n<\/ul>\n<p data-start=\"1454\" data-end=\"1495\"><strong data-start=\"1454\" data-end=\"1493\">Sector-specific <\/strong>priorities include<strong data-start=\"1454\" data-end=\"1493\">:<\/strong><\/p>\n<ul>\n<li data-start=\"1454\" data-end=\"1495\"><strong>Energy<\/strong> \u2014 development of renewables and energy supply security,<\/li>\n<li data-start=\"1454\" data-end=\"1495\"><strong>Health Care<\/strong> \u2014 regulatory harmonisation with the EU,<\/li>\n<li data-start=\"1454\" data-end=\"1495\"><strong>Agriculture<\/strong> \u2014 compliance with EUDR and PPP regulations,<\/li>\n<li data-start=\"1454\" data-end=\"1495\"><strong>Subsoil Use<\/strong> \u2014 permitting procedures and waste management,<\/li>\n<li data-start=\"1454\" data-end=\"1495\"><strong>Excise Goods<\/strong> \u2014 combating the shadow market.<\/li>\n<\/ul>\n<p data-start=\"1819\" data-end=\"2163\" data-is-last-node=\"\" data-is-only-node=\"\">The European Business Association hopes that the proposed solutions will serve as a useful resource for public authorities, businesses, and the expert community in implementing reforms aimed at improving the investment climate and business environment in Ukraine, for the benefit of society, the business community, and the country as a whole.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The European Business Association has prepared a new analytical document \u2014 the Business Climate Note, which summarises the main challenges faced by businesses in Ukraine, as well as practical recommendations for addressing them.
