The business community, represented by the American Chamber of Commerce in Ukraine and the European Business Association, calls on Parliament, at its nearest plenary session scheduled between 18 and 22 August 2025, to adopt Draft Law No. 13339 amending the Lobbying Law at first reading, as well as Draft Law No. 13340-1 postponing liability for violations of the Lobbying Law requirements, as a basis and in full.<\/p>\n
Such a decision would enable businesses to better prepare for the implementation of the new rules, adjust internal processes, and avoid legal risks during the transitional period.<\/p>\n
The business community stresses the importance of adopting and bringing into force these Draft Laws. At the same time, it emphasises that Draft Law No. 13340-1 must be passed without delay, so that the postponement of sanctions enters into force on time, namely by 1 September 2025 at the latest.<\/p>\n
In line with Ukraine\u2019s European integration course and the principles of transparency in public governance, the business community supports the amendments to the Law and has been in favour of the development and registration of these Draft Laws, as they will ensure the proper implementation of the Law\u2019s provisions once it takes effect.<\/p>\n
While business shares the principles of transparency in public governance, it insists on the need for a phased introduction of changes in this area. The business community believes that introducing administrative liability simultaneously with the Law entering into force is premature. Given the novelty of this regulation and the absence of implementation practice, it is appropriate to provide for a 12-month transitional period.<\/p>\n
It should be recalled that on 4 July, the Committee on Legal Policy of the Verkhovna Rada of Ukraine recommended Parliament adopt Draft Law No. 13339 at first reading, while on 8 July, the Committee on Law Enforcement recommended Parliament adopt Draft Law No. 13340-1 as a basis and in full. The business community welcomes these decisions and expresses gratitude to the members and leadership of the respective Committees for their work on these Draft Laws.<\/p>\n
