On this day, the Regulation on Open Banking came into force, as approved by Resolution No. 80 of the Board of the National Bank of Ukraine dated 25 July 2025. This regulation introduces cutting-edge standards for financial services provision in line with the Law of Ukraine “On Payment Services.”

Open banking is an innovative model of financial service delivery that enables payment service providers to access customer bank accounts via open APIs (application programming interfaces), subject to customer consent and strict security requirements.

For entrepreneurs and businesses, open banking is expected to bring several key benefits:

Streamlined financial management through the consolidated view of accounts across multiple banks in a single app;

Faster payments thanks to automated solutions for bulk transfers and settlements with counterparties;

Enhanced analytics via detailed analysis of financial flows and cash flow through specialised services;

Access to new financial products and services from authorised providers of innovative fintech solutions;

Reduced operational costs by automating routine banking operations.

It is important to emphasise that the launch of open banking in Ukraine is taking place within a strictly regulated environment. All third-party payment service providers must obtain authorisation from the National Bank of Ukraine. Furthermore, participants in the payment market are required to comply with high standards of cybersecurity and personal data protection. Notably, clients retain full control over access to their accounts and can withdraw their consent at any time.

The introduction of open banking is a significant step towards the digitalisation of Ukraine’s economy and the alignment of the financial sector with European standards. This move fosters competition in the financial industry, supports the development of the Ukrainian fintech ecosystem, creates opportunities for investment in tech start-ups, and improves access to financial services for SMEs.

The European Business Association welcomes the implementation of open banking in Ukraine, recognising it as a strong signal of the government’s commitment to modernising the financial system and creating a favourable business environment.

We encourage our members to explore the wide range of opportunities that this new format of banking and non-banking services can offer.
