This EU-integration-focused legislation has been developed with input from industry associations, key stakeholders, and MPs. According to the business community, the version approved on 4 February by the Parliamentary Committee on Economic Development ensures effective timber market regulation while addressing the needs of both businesses and the state.<\/p>\n<p data-start=\"1002\" data-end=\"1066\">Key provisions of the Draft Law to reduce corruption risks<\/p>\n<p data-start=\"1068\" data-end=\"1186\">The following key provisions of the draft law were presented as measures to minimise potential corruption and abuse:<\/p>\n<ul data-start=\"1188\" data-end=\"2086\">\n<li data-start=\"1188\" data-end=\"1331\">Cascade principle for timber exchange auctions, allowing both price increases and decreases to ensure fair and transparent competition.<\/li>\n<li data-start=\"1332\" data-end=\"1513\">Extension of the moratorium on the export of unprocessed timber, enabling domestic processing companies to invest more in production, create jobs, and increase tax revenues.<\/li>\n<li data-start=\"1514\" data-end=\"1671\">Priority purchasing rights for domestic processing companies at exchange auctions, protecting local manufacturers from potential market manipulation.<\/li>\n<li data-start=\"1672\" data-end=\"1757\">Inclusion of domestic woodworking enterprises in the relevant state register.<\/li>\n<li data-start=\"1758\" data-end=\"1851\">Formula-based pricing for timber set by the State Forest Resources Agency of Ukraine.<\/li>\n<li data-start=\"1852\" data-end=\"1946\">Regulation of market participants \u2013 including sellers, auction organisers, and buyers.<\/li>\n<li data-start=\"1947\" data-end=\"2086\">Procedures for allocating timber for the needs of the Armed Forces of Ukraine, public procurement, and individual social needs.<\/li>\n<\/ul>\n<p data-start=\"2088\" data-end=\"2156\">Additional steps to improve the industry and reduce corruption<\/p>\n<p data-start=\"2158\" data-end=\"2295\">The EBA representative also outlined necessary measures to enhance woodworking operations in Ukraine and mitigate corruption risks:<\/p>\n<ol data-start=\"2297\" data-end=\"3127\">\n<li data-start=\"2297\" data-end=\"2415\">Include geographic coordinates of logging sites in the TTN-Lis (transportation document) and felling permits.<\/li>\n<li data-start=\"2416\" data-end=\"2492\">Enable the issuance of TTN-Lis in electronic format with a QR code.<\/li>\n<li data-start=\"2493\" data-end=\"2612\">Provide detailed information on timber species in felling permits or attach material and monetary evaluations.<\/li>\n<li data-start=\"2613\" data-end=\"2978\">Resolve issues with FSC certification. Following the restructuring of the state enterprise &#8220;Forests of Ukraine&#8221;, all branches lost their FSC certificates, leading to delayed international contracts and revenue losses. While the reissuance of certificates has begun, the process remains slow, negatively impacting domestic woodworking companies.<\/li>\n<li data-start=\"2979\" data-end=\"3127\">Ensure compliance with EU Regulation 2023\/1115 (EUDR) by addressing the urgent issue of the lack of geolocation data for logging sites.<\/li>\n<\/ol>\n<p data-start=\"3129\" data-end=\"3254\" data-is-last-node=\"\">We appreciate the NACP team for facilitating this crucial discussion and engaging the business community in the dialogue!<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Experts from the European Business Association participated in an event organised by the National Agency on Corruption Prevention (NACP), where the study &#8220;Corruption Risks in the Forestry Sector&#8221; was presented.
