Last week, the European Business Association met with representatives of the Ministry of Defense, the Ministry of Economy, and the Ministry of Digital Transformation to discuss key issues of employee reservation and mobilization,including electronic reservation, the role and place of various ministries in this context, the prospects for economic reservation, and so on.<\/p>\n

Regarding electronic reservation, it was reported that changes have been made to Resolution No. 76. According to these changes, reservation lists are uploaded through the Diia portal. Beta testing of this electronic process is currently underway. After that, the application is sent to the Military Registration and Enlistment Office, where it is checked whether the persons are registered for military service. Then, through the Pension Fund, it is confirmed that the employees are employed at this enterprise. After that, the result of the reservation process for the submitted list is received on the Diia portal, and through Reserve+, those reserved will be able to see the existing reservation. It is worth noting that the Ministry of Economy does not have a single register of all those reserved, so currently, this is done manually, but the Ministry of Defense is striving to automate this process. In general, electronic reservation should start working in the near future. At the same time, those who do not have time to receive a paper reservation before the launch of the new service will also be able to receive an electronic reservation through the Diia portal. The only thing is that after receiving such a reservation, the Ministries ask to send them a letter and withdraw the request for a previous reservation in paper form.<\/p>\n

Regarding Reserve+, on May 18, the mobilization law came into force, which gives 60 days to update the data. As of now, Reserve+ has provided the opportunity to update for 3 million 150 thousand citizens. For information, data updates can be done remotely \u2013 without visiting the Territorial Center for Recruitment and Social Support or the Administrative Service Center. So, if a person leaves contact information in Reserve+, the corresponding timestamp is given, and this already means that you have fulfilled the legislative requirement to provide contact information about yourself. It was agreed that the Ministry of Defense will provide an official clarification that military registration documents in electronic form have the same legal force as documents in paper form. Therefore, it will be possible to present an electronic document from Reserve+ at checkpoints, and it will have the same legal force.<\/p>\n

Indeed, it is currently quite problematic to obtain status on a decision regarding reservation. The Ministry of Economy is working to create a hotline where you can find out information about the status of the reservation. But, separately, the Ministry of Economy asked businesses to form, as much as possible, an exhaustive list of those who need to be reserved, and not to send, conditionally, weekly additions \u2013 because the analysis of each addition takes time. Currently, it has been agreed that entrepreneurs who have questions regarding the status of their reservation requests will provide information to the Ministry of Defense through the EBA in order to understand and provide feedback to the business.<\/p>\n

The issue of economic reservation was also raised. The business community supports the need to adopt this mechanism, as it is important to give entrepreneurs the opportunity to reserve employees who are critical for work. Several alternative draft laws have been registered in the Verkhovna Rada, and relevant consultations with stakeholders are currently underway. We hope that in the near future, it will be possible to adopt a draft law on the introduction of economic reservation as an additional tool for business.<\/p>\n

Businesses also raised the issue of regulating reservations by direction. For example, for the work of representative offices (corporations, law firms, etc.). The Ministry of Economy confirmed that the possibility of allowing them to reserve employees is being considered, and it is expected that a decision on this will be made soon. In addition, regarding the reservation of employees in the transport industry \u2013 currently, 50% of specialists can be reserved, and an increase in the percentage is not being considered, the percentage can be higher only for those who provide for the defense industry or energy sector.<\/p>\n

Separately, entrepreneurs raised the issue of the movement of transport outside the region, which is currently a problem, however, the issue of military transport duty is a matter for the Ministry of Defense.<\/p>\n

The question of submitting reservation lists in advance and extending reservations was no less important. Thus, it is important to ensure a safe transition from reservation to re-reservation, as various risky situations currently arise, in particular, the delivery of summonses. It was emphasized that lists in paper form can be submitted in advance, but not for electronic ones, however, representatives of the Ministry of Economy promised to consider this issue.<\/p>\n
