The research analyzed a total of 600 packs, identifying only one pack not meeting the legal requirements, marked with &#8216;Duty-Free&#8217; labeling.<\/p>\n<div class=\"page\" title=\"Page 1\">\n<div class=\"section\">\n<div class=\"layoutArea\">\n<div class=\"column\">\n<p>This high compliance rate suggests that the HTP market in Ukraine predominantly operates within the legal framework, contrasting with the market for conventional cigarettes. The negligible presence of illicit trade in HTPs can be attributed to the sophisticated technology required for production, which acts as a barrier to unauthorized manufacturing.<\/p>\n<p>The sampling took place from February 12th to 24th, 2024, in three major Ukrainian cities: Kyiv, Odesa, and Lviv.
