This includes planned salary changes for 2024, attitudes toward remote work, company plans regarding employees abroad, and more.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">The research results were presented today during the EBA event &#8220;The Labor Market During War.&#8221; Meanwhile, below, we offer a review of its key findings.<\/span><\/p>\n<p data-ogsc=\"rgb(0, 0, 0)\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-506448 size-full\" src=\"https:\/\/new.eba.com.ua\/wp-content\/uploads\/2023\/10\/eng-3.png\" alt=\"\" width=\"1920\" height=\"1080\" srcset=\"https:\/\/new.eba.com.ua\/wp-content\/uploads\/2023\/10\/eng-3.png 1920w, https:\/\/new.eba.com.ua\/wp-content\/uploads\/2023\/10\/eng-3-300x169.png 300w, https:\/\/new.eba.com.ua\/wp-content\/uploads\/2023\/10\/eng-3-1024x576.png 1024w, https:\/\/new.eba.com.ua\/wp-content\/uploads\/2023\/10\/eng-3-768x432.png 768w, https:\/\/new.eba.com.ua\/wp-content\/uploads\/2023\/10\/eng-3-1536x864.png 1536w, https:\/\/new.eba.com.ua\/wp-content\/uploads\/2023\/10\/eng-3-650x366.png 650w, https:\/\/new.eba.com.ua\/wp-content\/uploads\/2023\/10\/eng-3-570x320.png 570w, https:\/\/new.eba.com.ua\/wp-content\/uploads\/2023\/10\/eng-3-270x152.png 270w, https:\/\/new.eba.com.ua\/wp-content\/uploads\/2023\/10\/eng-3-800x450.png 800w, https:\/\/new.eba.com.ua\/wp-content\/uploads\/2023\/10\/eng-3-125x70.png 125w\" sizes=\"auto, (max-width: 1920px) 100vw, 1920px\" \/><\/p>\n<p><strong><span data-preserver-spaces=\"true\">Changes Regarding Personnel in 2023<\/span><\/strong><\/p>\n<p><span data-preserver-spaces=\"true\">In particular, business representatives noted the following key changes in their companies in 2023:<\/span><\/p>\n<ul>\n<li><strong><span data-preserver-spaces=\"true\">76%<\/span><\/strong><span data-preserver-spaces=\"true\">\u00a0of respondents reported an increase in salary levels.<\/span><\/li>\n<li><strong><span data-preserver-spaces=\"true\">51%<\/span><\/strong><span data-preserver-spaces=\"true\">\u00a0of respondents reported an expansion of job functions and hiring new employees.<\/span><\/li>\n<li><strong><span data-preserver-spaces=\"true\">21%<\/span><\/strong><span data-preserver-spaces=\"true\">\u00a0of respondents reported budget freezes for development, training, and personnel retention.<\/span><\/li>\n<li><strong><span data-preserver-spaces=\"true\">8%<\/span><\/strong><span data-preserver-spaces=\"true\">\u00a0of respondents reported staff reductions.<\/span><\/li>\n<li><strong><span data-preserver-spaces=\"true\">4%<\/span><\/strong><span data-preserver-spaces=\"true\">\u00a0of respondents were informed about freezes on bonuses and incentive payments.<\/span><\/li>\n<li><strong><span data-preserver-spaces=\"true\">1.5%<\/span><\/strong><span data-preserver-spaces=\"true\">\u00a0of respondents reported a decrease in salary levels.<\/span><\/li>\n<\/ul>\n<p><span data-preserver-spaces=\"true\">Meanwhile, companies continue to support their employees, understanding that people are the heart of the business. Nearly all companies pay full salaries (97%), most also provide bonuses and incentives (85%), half offer psychological support to employees (53%), and almost half organize educational courses for employees (47%). Among less popular initiatives are covering taxes for employees abroad, international medical insurance programs for employees, and compensation for electricity\/internet\/housing rental expenses.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">In response to questions about changes in 2024 regarding personnel, companies reported that they anticipate an increase in salary levels (72% of respondents), expect an increase in the number of employees (41% of respondents), plan to increase budgets for training and development (32% of respondents, aim to expand into new markets and seek new partners (30% of respondents), plan to redistribute employee functions toward multi-functionality (10% of respondents).<\/span><\/p>\n<p><strong><span data-preserver-spaces=\"true\">Plans for 2024<\/span><\/strong><\/p>\n<p><span data-preserver-spaces=\"true\">The majority of businesses have plans for expanding their workforce in the coming year.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Specifically,\u00a0<\/span><strong><span data-preserver-spaces=\"true\">65%<\/span><\/strong><span data-preserver-spaces=\"true\">\u00a0of businesses plan to open job vacancies in 2024. Interestingly,\u00a0<\/span><strong><span data-preserver-spaces=\"true\">over<\/span><\/strong><span data-preserver-spaces=\"true\">\u00a0<\/span><strong><span data-preserver-spaces=\"true\">80%<\/span><\/strong><span data-preserver-spaces=\"true\">\u00a0of businesses do NOT intend to reduce their workforce (a 5% reduction is possible).<\/span><\/p>\n<p><strong><span data-preserver-spaces=\"true\">93%<\/span><\/strong><span data-preserver-spaces=\"true\">\u00a0of research participants confirmed that in their companies, there are plans to increase salary levels in 2024. It is important to note that 29% of HR specialists mentioned that in their companies, there are plans to increase salary levels by\u00a0<\/span><strong><span data-preserver-spaces=\"true\">10-15%<\/span><\/strong><span data-preserver-spaces=\"true\">, 12% of HR specialists said that their companies are planning to raise salaries by 5-10%, 10% of HR specialists indicated plans for a 15-20% increase, and only 2% of respondents mentioned that their company is planning a salary increase of more than 20%.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">For information regarding salaries in 2023:\u00a0<\/span><strong><span data-preserver-spaces=\"true\">47%<\/span><\/strong><span data-preserver-spaces=\"true\">\u00a0of companies had salary increases of\u00a0<\/span><strong><span data-preserver-spaces=\"true\">10-15%<\/span><\/strong><span data-preserver-spaces=\"true\">,\u00a0<\/span><strong><span data-preserver-spaces=\"true\">26%<\/span><\/strong><span data-preserver-spaces=\"true\">\u00a0had increases of\u00a0<\/span><strong><span data-preserver-spaces=\"true\">15-20%<\/span><\/strong><span data-preserver-spaces=\"true\">,\u00a0<\/span><strong><span data-preserver-spaces=\"true\">8%<\/span><\/strong><span data-preserver-spaces=\"true\">\u00a0had increases of more than\u00a0<\/span><strong><span data-preserver-spaces=\"true\">20%<\/span><\/strong><span data-preserver-spaces=\"true\">, and<\/span><strong><span data-preserver-spaces=\"true\">\u00a08%<\/span><\/strong><span data-preserver-spaces=\"true\">\u00a0had increases of less than\u00a0<\/span><strong><span data-preserver-spaces=\"true\">10%<\/span><\/strong><span data-preserver-spaces=\"true\">.<\/span><\/p>\n<p><strong><span data-preserver-spaces=\"true\">Remote Work<\/span><\/strong><\/p>\n<p><strong><span data-preserver-spaces=\"true\">61%<\/span><\/strong><span data-preserver-spaces=\"true\">\u00a0of participants have the option to work remotely (28% claim that the option is available to all employees), while 11% do not have this possibility.\u00a0<\/span><strong><span data-preserver-spaces=\"true\">Categories of employees who do not have the option to work remotely include:<\/span><\/strong><\/p>\n<ul>\n<li><span data-preserver-spaces=\"true\">Warehouse and manufacturing workers<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Point of sale employees (directly in stores)<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Banking specialists: branch employees, cashiers, cash processors<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Technical staff: cleaners, drivers, security personnel<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Administrative staff: secretaries, office managers<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Mechanics, reception supervisors<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Directors\/deputy directors, chief accountants<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Sales managers<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Employees in the logistics field<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Medical professionals and laboratory workers<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Lawyers practicing in courts and criminal law<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Managers who need to sign paper documents<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Customer service managers<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">IT specialists and HR managers<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Middle and upper-level management personnel<\/span><\/li>\n<\/ul>\n<p><strong><span data-preserver-spaces=\"true\">Employees Abroad<\/span><\/strong><\/p>\n<p><span data-preserver-spaces=\"true\">We were also interested in the percentage of entrepreneurs who have employees working abroad. Indeed, 33% of businesses reported that they have no more than 5% of their workforce located overseas. In 19% of businesses, all employees of the company currently reside and work in Ukraine. Among the popular countries where employees of these companies are located, the following were mentioned: Poland, Germany, Czech Republic, Romania, United Kingdom, Spain, Israel, Netherlands, Slovenia, Austria, Norway, Belgium, USA, Switzerland, Canada, Latvia, Italy, Luxembourg.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">At the same time, nearly half of the respondents (49%) indicated that their company has no immediate plans to return employees to the office.\u00a0<\/span><strong><span data-preserver-spaces=\"true\">34%<\/span><\/strong><span data-preserver-spaces=\"true\">\u00a0stated that the company plans to bring all employees back to the office shortly.\u00a0<\/span><strong><span data-preserver-spaces=\"true\">17%<\/span><\/strong><span data-preserver-spaces=\"true\">\u00a0of respondents reported that the company plans to return only certain categories of employees.<\/span><\/p>\n<p><strong><span data-preserver-spaces=\"true\">Overall Labor Market Situation<\/span><\/strong><\/p>\n<p><span data-preserver-spaces=\"true\">A separate section of the survey focused on questions related to labor shortages, as there is a growing amount of information indicating that businesses are already experiencing a labor shortage. In this regard, 55% of companies confirmed that they are already experiencing a labor shortage, 33% partially feel this shortage, and 12% do not yet feel the shortage. According to the HR community, the most challenging positions to fill are:<\/span><\/p>\n<ul>\n<li><span data-preserver-spaces=\"true\">Middle and upper-level management (directors, managers)<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Specialized experts<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">English-speaking professionals<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Marketers, IT specialists, HR personnel, secretaries, sales managers<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Lawyers, auditors, attorneys, financiers, logisticians, business analysts<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Engineers, chemists, pharmacists, agronomists, microbiologists<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Locksmiths, mechanics<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Production staff<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Store workers: cooks, bakers, fishmongers<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Service staff<\/span><\/li>\n<\/ul>\n<p><strong><span data-preserver-spaces=\"true\">In general, HR specialists have identified the following challenges in the Ukrainian labor market at present:<\/span><\/strong><\/p>\n<ul>\n<li><span data-preserver-spaces=\"true\">Talent shortage<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Mobilization<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Desire to work remotely<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Brain drain of qualified personnel abroad<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Employee burnout and fatigue<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Ukrainian businesses continue to operate in the &#8220;gray&#8221; or &#8220;black&#8221; market, which is not very appealing for the return of emigrants<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Discrepancies between candidates&#8217; salary expectations and the financial capabilities of businesses<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Low salary levels<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Shortage of English-speaking professionals<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Ageism and gender bias within HR departments<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Official employment of reservists (due to the risk of mobilization)<\/span><\/li>\n<\/ul>\n<p><span data-preserver-spaces=\"true\">At the same time, employees are trying to support themselves by working with psychologists, painting, studying history, practicing yoga, volunteering, spending more time with family and friends, and more.<\/span><\/p>\n<p><strong><span data-preserver-spaces=\"true\">Finally, we inquired about the skills that will be needed in 2024-2025 and received the following list:<\/span><\/strong><\/p>\n<ul>\n<li><span data-preserver-spaces=\"true\">Stress management<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Multitasking<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Adaptability and flexibility<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Emotional intelligence<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Willingness to learn<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Foreign language proficiency<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Working with new technologies<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Critical thinking<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Work-life balance and understanding early signs of burnout<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Effective communication<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Change management<\/span><\/li>\n<\/ul>\n<p><span data-preserver-spaces=\"true\">You can also view the research results presentation by following the provided <a href=\"https:\/\/new.eba.com.ua\/wp-content\/uploads\/2023\/10\/Doslidzhennya-rynku-pratsi-Ukrayiny_compressed.pdf\">link<\/a>.<\/span><\/p>\n<p><em><u><span data-preserver-spaces=\"true\">\u00a0<\/span><\/u><\/em><\/p>\n<p><em><u><span data-preserver-spaces=\"true\">For reference:\u00a0<\/span><\/u><\/em><\/p>\n<p><span data-preserver-spaces=\"true\">The study involved 131 human resources professionals, comprising 37% department heads, 32% middle management, 26% top-level management, and 5% junior staff.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">More than 70% of the participants in this research represent international businesses.
