Yesterday, the European Business Association hosted a meeting with Olena Shulyak, Chair of the Verkhovna Rada Committee on Organization of State Power, Local Self-Government, Regional Development and Urban Planning, Chair of the Servant of the People Party. The discussion was focused on urban planning, the reconstruction of Ukraine, building codes, and respective changes in this context.<\/p>\n
Thus, the reconstruction program envisages three stages: the immediate one (to rebuild important infrastructure), the adoption of standards, and the implementation of key reforms. In the context of standards, we are talking, for example, about adopting appropriate changes to the energy efficiency of buildings, and creating a barrier-free space (because, unfortunately, there are and will be a large number of people with disabilities due to the war and casualties), and environmental issues (because, for the sake of understanding, there are about 2 million tons of garbage from destroyed buildings in the Bucha district alone). Regarding the reforms, the key issue is draft law No. 5655, which is 90% related to the digitalization of the urban planning industry. For example, the entire system will be completely traceable and digitalized, and commissioning of a building will be possible only when all responsible persons sign the document (an engineer authorized to conduct construction control, etc. it will be impossible to commission a building without one signature). At the same time, the responsibility areas of all stakeholders will be clearly defined. The global idea is to overcome corruption and create transparent and clear rules of work, because now, unfortunately, there are blatant cases of violation of building codes and some local authorities still turn a blind eye to them.<\/p>\n
In general, according to Ukraine’s recovery plan, Olena Shulyak noted that there is currently a draft law No. 7198, which will come into force on May 20.\u00a0 Thus, people whose homes are destroyed or damaged will be able to receive appropriate compensation. This will be done on the basis of a register (which has already been joined by more than 650 communities and the process is ongoing). At the same time, the Government has adopted a resolution legalizing an electronic reconstruction management module that will be integrated with the register. It will contain information on what is being rebuilt, how much it costs, at what cost, at what stage, etc. For this year, the need for reconstruction is about $14 billion, including critical infrastructure, housing, etc. It is worth noting that, in general, business supports this document, and at the same time, it proposed to extend it to legal entities. Unfortunately, however, the proposal was not supported.<\/p>\n
We also talk about other urban planning issues, namely, private urban planning control. Thus, private control is being introduced to remove the monopoly of local authorities. Ideally, a construction customer will choose whether to apply to a local government or a private urban planning control body. Besides, they discussed the need to europeanize some building codes, need to reconstruct outdated housing, etc.<\/p>\n
At the end of the meeting, it was agreed to have regular meetings. For its part, the European Business Association will share important business initiatives to consider the opinion of businesses when making certain legislative decisions.<\/p>\n","protected":false},"excerpt":{"rendered":"
