And this is, first of all, about doing business.<\/p>\n<p>In 2022, Ukraine held both the military and economic fronts. Thus, Ukraine&#8217;s economy sank, but not as dramatically as expected in the first months of the war. At the same time, in 2023 it is extremely important to continue moving towards the victory and economic recovery of the country. Therefore, in 2023, the European Business Association will work to help and support the country&#8217;s business, be its voice, be in dialogue with the authorities and jointly develop important changes for the country.<\/p>\n<p>Thus, for this purpose, the community has identified key priorities for 2023. These are strategic economic areas. Meanwhile, the Association has also developed industrial priorities. They can be found <a href=\"https:\/\/new.eba.com.ua\/en\/advocacy\/\">at the link<\/a> on the page of each EBA Committee.<\/p>\n<p>Therefore, the first strategic priority is to promote <strong>the re<\/strong><strong>covery<\/strong><strong> and reconstruction of Ukraine<\/strong>. Thus, it is not only about involvement in the restoration of damaged infrastructure and assets, the development of an appropriate legislative framework for reconstruction, but also about promoting foreign investment in Ukraine, particularly, by introducing an effective mechanism for insuring investment risks and other incentives, attracting global business to the country, promoting the effective development of public-private partnerships, etc. Thus, last year the Association launched <a href=\"https:\/\/new.eba.com.ua\/en\/global-business-for-ukraine-ukrayinska-ekonomichna-dyplomatiya-vid-eba-v-diyi-na-globalnomu-rivni\/\">the Global Business for Ukraine<\/a> initiative to share business opportunities in Ukraine with global companies, help find partners in Ukraine, and support potential investors, who are interested, in considering investment options and studying the opportunities. So this year we will only intensify our work on this front.<\/p>\n<p>The second priority is <strong>the <\/strong><strong>euro<\/strong><strong>integration<\/strong>, which refers to a wide range of issues on the further harmonization of Ukrainian legislation with the EU norms, assistance and support to businesses in entering European markets, etc. This includes legislation in the field of consumer protection and e-commerce, personal data protection, the introduction of the industrial visa-free regime (the ACAA Agreement signing), etc.<\/p>\n<p>The third, surely, is <strong>effective cooperation with the authorities in combating the shadow economy<\/strong>, which, depending on the sector, ranges from 25% to 70%, which creates unequal rules of the game in the market and prevents transparent business from moving forward. Therefore, among the important areas of work, this year are the support of fair competition, equal, predictable, transparent conditions for all market participants, the fight against smuggling, and counterfeiting, counteraction to illegal trade in excisable goods, effective fight against the &#8220;grey&#8221; market of products, protection of intellectual property rights, etc.<\/p>\n<p>The fourth priority is <strong>the continu<\/strong><strong>ed <\/strong><strong>digitalization of services<\/strong>, control and permitting procedures, namely in healthcare, phytosanitary control, digitalization of all customs clearance processes, etc. to minimize corruption risks and, in general, to rebuild the system based on the rule of law, transparency, openness, without corruption. These aspects, particularly, will be important for further cooperation with international partners and further effective support.<\/p>\n<p>The fifth priority, which is a continuation of the previous one regarding corruption risk minimization, is <strong>deregulation<\/strong> and effective implementation of licensing and regulatory reforms. Thus, it is important to significantly reduce the role of the state in business and to review the instruments of control and regulation for efficiency (since there are nearly 1000 existing instruments of state regulation for business in Ukraine).<\/p>\n<p>Sixth, but no less important, is the promotion of <strong>energy independence and energy efficiency<\/strong> in Ukraine. The year 2022 and the attacks on the country&#8217;s energy system have demonstrated the effectiveness of the decentralized energy system, the importance of energy freedom and the need for further development of modern &#8220;green&#8221; energy, for which, namely, predictability and immutability of the established rules of the game are extremely important aspects.\u00a0<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The economic front is no less important than the military one because it is impossible to win the war only by military means &#8211; the country&#8217;s economy must also work.
