On December 3, there was the Infrastructure Day on the platform of the Logistics Committee of the European Business Association. For the fifth year in a row, the Ministry of Infrastructure, the relevant authorities, and transport companies gathered to discuss the results of work for 2021, as well as plans, goals, and prospects for the near future.<\/span><\/p>\n

In the first panel,\u00a0<\/span>Vasyl Shkurakov<\/span><\/strong>, First Deputy Minister of Infrastructure of Ukraine, summed up the achievements of each transport industry. During the year, railway infrastructure has been actively modernized with 300 km of tracks reconstructed and almost 5,000 freight cars built. Next year, the pace of electrification of railways will be accelerated, as well as renovation of rolling stock. This year also set prerequisites for the revival of river transport in Ukraine. Thus, the State Budget for 2022 has UAH 741 million specified for the modernization of sluices, and the long-awaited law on inland waterways will come into force on January 1. For the next 2 years, it is planned to develop IWT with large-scale modernization of ports, which requires UAH 17 billion, as well as the launch of a state leasing program for the development of shipbuilding. And as for the aviation sector, in 2022-2024 it is planned to start construction of 2 airports in eastern Ukraine, a new airport in Transcarpathia, modernization of several regional airports, and completion of a new terminal complex at Boryspil Airport.<\/span><\/p>\n

During the second panel, there was a presentation of the second wave of the EBA Infrastructure Index. Thus,\u00a0<\/span>Yurii Vaskov<\/span><\/strong>, Deputy Minister of Infrastructure of Ukraine,\u00a0<\/span>Yuliia Klymenko<\/span><\/strong>, First Deputy Chairperson of the Verkhovna Rada of Ukraine Committee on Transport and Infrastructure,\u00a0<\/span>Andrii Pidhainyi<\/span><\/strong>, Managing Partner, AGRECA,\u00a0<\/span>Maryna Sharapa<\/span><\/strong>, Partner, AGRECA,\u00a0<\/span>Volodymyr Yaremko<\/span><\/strong>, Counsel, Sayenko Kharenko,\u00a0<\/span>Vladlena Lavrushyn<\/span><\/strong>, Associate, Sayenko Kharenko. This year, the integrated index amount to 2.76 points out of 5 possible and showed a slight increase, but still remained in the negative plane. The third panel was focused on maritime and river transport. According to Mr. Vaskov, a pilot project to lease berths in Ukrainian seaports will be launched this December. Besides, he noted that next year the Ministry of Infrastructure will hold 4 tenders for the concession of property of state stevedoring companies in the ports of Berdyansk, Izmail, Odesa, and Chernomorsk. The Ministry has already identified ways to commercialize all state stevedores in Ukraine, except for the ICC ” Pivdennyi”. Thus, three of them will be leased through the State Property Fund. The speakers of the third panel were also\u00a0<\/span>Oleksandr Holodnytskyi<\/span><\/strong>, Acting Head of the Ukrainian Sea Ports Authority,\u00a0<\/span>Olena Voloshyna<\/span><\/strong>, Head of IFC Ukraine,\u00a0<\/span>Anzhelika Konoplyanko,\u00a0<\/span><\/strong>Deputy Chair of the Antimonopoly Committee of Ukraine,\u00a0<\/span>Andriy Haidutsky<\/span><\/strong>, Chairman of the Supervisory Board of USPA.<\/span><\/p>\n

The participants spoke about the work of railway transport in the fourth panel of the event. Thus,\u00a0<\/span>Oleksandr Kamyshin<\/span><\/strong>, Acting Chairman of Management Board, JSC Ukrzaliznytsia, said that this year the national railway operator will receive a net profit of over UAH 200 million against UAH 11.9 billion net loss last year, and in 2022 the Ukrzaliznytsia intends to increase profits up to 1.9-2 billion UAH according to the preliminary financial plan. At the same time, it was stated that Ukrzaliznytsia has no plans to increase freight rail rates next year. Also,\u00a0<\/span>Oleksandr Kava<\/span><\/strong>, Deputy Minister of Finance of Ukraine, and\u00a0<\/span>Olga Pishchanska<\/span><\/strong>, Chair of the Antimonopoly Committee of Ukraine, joined the discussion.<\/span><\/p>\n

The challenges of the second pandemic year did not hinder the revival of air traffic in Ukraine and around the world. Thus, during the fifth panel,\u00a0<\/span>Oleksii Dubrevskyi<\/span><\/strong>, General Director, Boryspil International Airport, said that in the 3rd quarter of 2021 the airport fully covered the losses of the first half of the year of UAH 73 million. The charter segment served as the main driver for this as there was a high delayed demand for travel. In 10 months of 2021, the airport received 3.3 million passengers, which is higher than in 2019. Current trends indicate that the market will continue to recover during 2022, and from 2023 will begin its strategic development. As for the direction of express shipments, its share in the structure of freight traffic has increased significantly since 2019. Thus,\u00a0<\/span>Vadim Sidoruk<\/span><\/strong>, General Manager, DHL Express Ukraine, told us more about the work of postal operators. In particular, he noted the company’s role in transporting vaccines to Ukraine, as well as the trend for decarbonisation.<\/span><\/p>\n
