According to the EBA survey in the Dnipro region,\u00a0<\/span>5%\u00a0<\/strong>of respondents said that it is easy for them to do business whereas last year there was no such opinion. However, it is difficult to talk about improvements \u2013 most still assessed the conditions for doing business in the region as satisfactory (43%), difficult (33%), and very difficult (19%). The integrated value of the index amounted to\u00a02.34<\/strong>\u00a0points out of 5 possible.<\/span><\/p>\n Thus,\u00a0<\/span>67%<\/strong>\u00a0of respondents believe that\u00a0the conditions for business<\/strong>\u00a0in the region have not changed over the past six months,\u00a029%<\/strong>\u00a0say that doing business has become more difficult, and only\u00a05%\u00a0<\/strong>believe that it has become easier.<\/span><\/p>\n According to the survey, corruption (<\/span>24%<\/strong>), bureaucracy (22%<\/strong>), lack of rule of law (18%<\/strong>), and complicated relations with the authorities (18%<\/strong>) have the worst impact on business development in the Dnipro region. Also comparing to 2020, the number of those unsatisfied with the state of infrastructure has significantly decreased (8%<\/strong>\u00a0compared to 18% last year).<\/span><\/p>\n Therefore, this year the number of satisfactory assessments of the state of infrastructure increased to\u00a0<\/span>57%<\/strong>\u00a0(again 48% last year). Meanwhile, the positive assessments have increased \u2013 up to\u00a024%<\/strong>. And only\u00a019%<\/strong>\u00a0state that the infrastructure is in poor condition, compared to 46% in 2020.\u00a0<\/span><\/p>\n Regarding the improvement of infrastructure,\u00a0<\/span>44%<\/strong>\u00a0of entrepreneurs consider the construction of an airport in the region a priority. Then a large gap follows with the reconstruction of roads (24%<\/strong>), modernization of railways (17%<\/strong>) and development of river transportation (10%<\/strong>). Interestingly, last year the airport was second in priority (22%) and roads were first (46%).<\/span><\/p>\n We also asked entrepreneurs to rate\u00a0<\/span>the work of regional authorities<\/strong>\u00a0on a 5-point scale. It turned out that business evaluates local government representatives mostly neutrally: regional administration \u2013 3.76, regional traffic police \u2013 3.35, National Police \u2013 3.4, city council \u2013 3.33, regional customs \u2013 3.33, courts \u2013 3.14. This situation is very different from other regions, where there are almost equal neutral and negative assessments. The business has the most complaints about the work of the state environmental inspectorate which was given a rather low score \u2013 2.75.<\/span><\/p>\n More than half of entrepreneurs, namely\u00a0<\/span>52%<\/strong>, consider the level of development of e-services in the region satisfactory. At the same time,\u00a024%<\/strong>\u00a0say that everything is good in the region with the development of e-services, all others believe that it is poorly\/ very poorly developed.<\/span><\/p>\n As for\u00a0<\/span>expectations<\/strong>\u00a0in the next six months,\u00a062%<\/strong>\u00a0of entrepreneurs believe that the business climate will not change,\u00a014%<\/strong>\u00a0believe that the business climate in the region will deteriorate, and\u00a024%<\/strong>\u00a0will improve.<\/span><\/p>\n Among the TOP-3 greatest expectations for 2022, the business named reducing pressure from regulatory authorities, improving the judicial and law enforcement system, as well as simplifying permitting procedures and the provision of administrative services.<\/span><\/span><\/p>\n What do business representatives plan for 2022?<\/span><\/span><\/strong>\u00a0More than half of entrepreneurs, namely\u00a0<\/span>52%<\/strong>\u00a0are not ready to invest in large-scale projects next year, but the other\u00a048%<\/strong>\u00a0have such plans. The vast majority, namely\u00a067%<\/strong>\u00a0plan to hire new employees, while\u00a010%<\/strong>\u00a0plan to lay off staff. Also,\u00a081%<\/strong>\u00a0of entrepreneurs plan to increase the salaries of employees, and\u00a019%<\/strong>\u00a0will leave it unchanged.<\/span><\/p>\n <\/p>\n
