Day 3. Business discussed plans of the Ministry of Finance and the Ministry of Health to achieve the full digitalization of services in 2024"},"content":{"rendered":"<p><span data-preserver-spaces=\"true\">As part of the EBA IT Week, the final, third meeting of this cycle was held on the topic: \u00abReshaping interactions between business and regulators\u00bb. Thus, we talked about the digitalization of business-government interaction described in detail by\u00a0<\/span><strong><span data-preserver-spaces=\"true\">Mstyslav Banik<\/span><\/strong><span data-preserver-spaces=\"true\">, Director of the Directorate for e-Government Development of the Ministry of Digital Transformation of Ukraine, and\u00a0<\/span><strong><span data-preserver-spaces=\"true\">Yaroslav Kucher<\/span><\/strong><span data-preserver-spaces=\"true\">, Deputy Minister of Health of Ukraine for Digital Development, Digital Transformations, and Digitalization.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">The EBA fully supports the \u201cState in a smartphone\u201d concept and has repeatedly submitted its proposals for this initiative &#8211; because &#8220;digitalization&#8221; is equal to &#8220;simplification&#8221; and &#8220;transparency&#8221;. The business community drew the attention of government officials to the need to transfer a range of administrative services and state registers into electronic format, which is a prerequisite for more complete digitalization of the state and Ukraine\u2019s accelerated pace towards paperless.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">That is why during the event the participants of the discussion considered the current state of affairs, tasks, and plans for the future in such areas as:<\/span><\/p>\n<ul>\n<li><span data-preserver-spaces=\"true\">e-services on the Diia portal;<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">digitalization of state registers and their data security;<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">development of e-health care system and digitalization of interaction between business and regulators;<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">planned initiatives of the Ministries for 2021-2023.<\/span><\/li>\n<\/ul>\n<p><span data-preserver-spaces=\"true\">In his speech, Mr. Mstyslav Banik noted that currently, about 70 services are ready for use on the Diia portal, while 9 digital documents and 12 electronic services are available in the Diia application, and the work on their updates is ongoing. Thus, the FOP registration process has recently been fully automated \u2013 there is no need to wait for the update of state registers, and manual entry of data, etc. &#8211; all these stages are now fully automated. Besides, developers timely add new features that greatly simplify the lives of Ukrainians, for example &#8211; quick and &#8220;painless&#8221; receipt of income certificates. In addition to those important functions, there are also less critical ones, but they greatly annoy the average Ukrainian and business &#8211; obtaining certificates, changing the place of registration, improved digital signature, etc. \u2013 and this is currently the focus of the Ministry. The main positive point is that other ministries are also engaged in digital transformations which gives hope for the creation of a truly digital, paperless ecosystem.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Special attention should be paid to the innovations in the health care system, which were described by Mr. Yaroslav Kucher. From September 1, it is expected that all medical institutions will be able to use e-certificate sick leave and eventually get rid of paper atavisms. Besides, the idea of \u200b\u200bdigital COVID-certificates is currently being implemented &#8211; these data will be automatically provided to border services for fast and trouble-free travel of citizens abroad. Another important initiative that is already being worked on is eStock &#8211; that is, an open database that will allow tracking drugs within medical institutions and identify their suppliers, their costs, and so on. All these innovations will be a big plus for a full-fledged, refined eHealth project &#8211; the unified electronic healthcare system in Ukraine.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Regarding the posthumous donation consent function to the Diia portal, it was reported that work on this function is not ongoing at the moment, so we hope that in the future the Ministry will have the resources to add this update.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">The Ministry also prioritizes the digitalization of health care bodies and services, including the transition to full electronic filing during drug registration and clinical trial approval procedures, namely the introduction of the eCTD format. This, in particular, will have a positive impact on the filling of state registers, which is also a component of the eStock project. The Ministry is also continuing work on the gradual introduction of an electronic prescription for all prescription drugs.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">The business community is sincerely grateful to the representatives of the Ministry of Finance and the Ministry of Health for an interesting and productive meeting, as well as for the information provided. The EBA fully supports the already started transformation of the outdated paper format into a new, digital system.
