During the meeting, we discussed topical public health issues that are on the agenda of business and society.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">As a part of the event, we conducted an express survey on vaccination among business representatives. Thus,\u00a0<\/span><strong><span data-preserver-spaces=\"true\">74 %<\/span><\/strong><span data-preserver-spaces=\"true\">\u00a0of respondents stated that they will vaccinate themselves,\u00a0<\/span><strong><span data-preserver-spaces=\"true\">12%<\/span><\/strong><span data-preserver-spaces=\"true\">\u00a0are not ready for such a procedure, while\u00a0<\/span><strong><span data-preserver-spaces=\"true\">13%<\/span><\/strong><span data-preserver-spaces=\"true\">\u00a0have not yet decided on their vaccination plans.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Almost half of the surveyed companies, namely\u00a0<\/span><strong><span data-preserver-spaces=\"true\">49%<\/span><\/strong><span data-preserver-spaces=\"true\">, express their readiness to provide the necessary conditions for the vaccination of their employees. Meanwhile, this issue remains open for\u00a0<\/span><strong><span data-preserver-spaces=\"true\">45%<\/span><\/strong><span data-preserver-spaces=\"true\">\u00a0of companies. At the same time,\u00a0<\/span><strong><span data-preserver-spaces=\"true\">6%<\/span><\/strong><span data-preserver-spaces=\"true\">\u00a0of companies do not plan to carry out an immunization procedure for their staff. We also asked a question about the &#8220;vaccination passports&#8221;. The results are\u00a0<\/span><strong><span data-preserver-spaces=\"true\">55%<\/span><\/strong><span data-preserver-spaces=\"true\">\u00a0of respondents supported this initiative,\u00a0<\/span><strong><span data-preserver-spaces=\"true\">27%<\/span><\/strong><span data-preserver-spaces=\"true\">\u00a0do not see the need for it,\u00a0<\/span><strong><span data-preserver-spaces=\"true\">18%<\/span><\/strong><span data-preserver-spaces=\"true\">\u00a0have not yet formulated a final opinion.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Continuing the topic of vaccination, it was noted that in Ukraine the campaign for mass immunization against coronavirus will be implemented according to the\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/moz.gov.ua\/uploads\/5\/27921-dn_3018_24_12_2020_dod.pdf\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Roadmap<\/span><\/a><span data-preserver-spaces=\"true\">. This document envisages five stages of vaccination, which, according to optimal estimates, should be completed by the end of this year. In total, it is planned to use about 4,250 vaccination rooms and 572 mobile teams to logistically provide the maximum population with access to the vaccine.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">At the end of January, the President of Ukraine Volodymyr Zelensky signed a law on the state registration of medicines authorized for emergency medical use. Therefore, shortly, manufacturers are expected to provide the relevant documents, without which it is impossible to register the vaccine under the accelerated procedure. For reference, the Ministry of Health declared that it set the requirement of the COVID-19 vaccine efficiency at the level of 70%. Vaccines that do not meet this standard will not be considered for procurement.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Most vaccines, which are currently available in the world, require two doses of injection. To track the number of doses administered to each person, the Ministry will use the Information Portal on Vaccination, which is scheduled to be launched in mid-February. The portal will be linked to the state e-health system, where you will then be able to find the necessary information about the vaccination procedure. To develop an effective vaccination tracking tool, the Ministry of Health is actively consulting with representatives of the WHO, UNICEF, CDC.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">There was also the discussion of more sectoral issues. Some of them were settled promptly by the MOH. For example, the Ministry of Health sent clarifications to the customs on the import of enteral nutrition and developed\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/new.eba.com.ua\/en\/advocacy-diary\/progress\/790234-2021-02-03-17-31\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">amendments<\/span><\/a><span data-preserver-spaces=\"true\">\u00a0to the relevant regulations of the Cabinet of Ministers at the EBA initiative.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Regarding the GMP confirmation, the Minister stated that the procedure could take up to 6 months, due to delays in addressing the authority\u2019s comments on the documents. He also reminded that at the suggestion of the State Service of Ukraine on Medicines and Drug Control, amendments were made to enable remote compliance assessment of the medicines production conditions to the requirements of good manufacturing practice during the quarantine.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">The business was also interested in the situation regarding the new procedure for the registration of disinfectants. Thus, the Roadmap for the updated procedure is now in the final stages of development. This document provides for three stages of implementation of the new registration procedure, namely: (1) harmonization of Resolution \u2116 908 in terms of the formation of expert dossiers on disinfectants based on the analog procedure for medicines; (2) implementation of the European Directive; (3) creation of the Unified information portal for submission of registration applications.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">We also talked about the procedure for\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/new.eba.com.ua\/en\/zatverdzheno-poryadky-provedennya-peregovoriv-ta-ukladennya-dogovoriv-kerovanogo-dostupu\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">managed entry agreements<\/span><\/a><span data-preserver-spaces=\"true\">, which was recently adopted by the Cabinet of Ministers. Its further implementation will depend on the decision of the Verkhovna Rada, but it is expected that the first such agreement will be concluded in the second half of this year.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">At the end of the meeting, Mr. Maksym Stepanov shared the priorities of the Ministry for 2021. These include establishing a medical technology assessment, developing the transplantation sector, developing strategies to reduce mortality from cardiovascular disease and oncology, extending the program of medical guarantees, and more. The Minister also shared his vision for the development of the public health sector, which is a matter of national security. First of all, the funds allocated for health care cannot be less than 6-7% of GDP.
