Thus, the business community welcomes the long-awaited decisions in the areas of healthcare, customs control, and electronic payments. It is important to note that the initiated changes will bring Ukraine closer to the implementation of European and international standards.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">To sum up the most important achievements of this past week, the European Business Association would like to mention the following three positive changes:<\/span><\/p>\n<p><strong><span data-preserver-spaces=\"true\">1. The implementation of the 2D coding system for medicines has been resumed<\/span><\/strong><\/p>\n<p><span data-preserver-spaces=\"true\">At the beginning of August, a Working Group on the implementation of the special 2D coding system the tool to combat counterfeit medicines. The group included the EBA Health Care Committee members, representatives of various areas of the pharmaceutical market, and public authorities.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">At the same time, the Association emphasizes that the activities of the Working Group should primarily focus on developing the 2D coding system in full compliance with the mechanism in force in the EU (ie, taking into account all relevant directives and regulations). For example, contain rules on the content and structure of the code, building an independent organization that will hold a database of such codes, and so on.<\/span><\/p>\n<p><strong><span data-preserver-spaces=\"true\">2. Ukraine has taken another step towards the implementation of a common transit procedure (NCTS)<\/span><\/strong><\/p>\n<p><span data-preserver-spaces=\"true\">Last week, the Cabinet of Ministers of Ukraine adopted the Resolution \u2116 705, which approves several standard documents and thus foster the implementation of the provisions of the Convention on a Common Transit Procedure to the customs legislation of Ukraine, as well as Ukraine\u2019s accession to the new computerized transit system (NCTS).<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">This decision of the Government facilitates the fulfillment of customs obligations under the EU-Ukraine Association Agreement and, in the long run, enables the customs authorities of Ukraine to exchange information with 35 countries in real-time. It is expected that this will reduce cargo delays at the border by increasing the efficiency of risk analysis and determining the list of necessary control procedures before the goods arrive at the customs border of Ukraine. Thus, the business community considers such a decision to be a further step towards overcoming corruption at customs.<\/span><\/p>\n<p><strong><span data-preserver-spaces=\"true\">3. Business proposes to introduce non-cash payment for meals in schools<\/span><\/strong><span data-preserver-spaces=\"true\">\u00a0May 2020, the European Business Association addressed the Ministry of Education and Science and the Ministry of Health with proposals to introduce cashless payment in all educational institutions in Ukraine. Currently, the non-cash payment method is available only in 390 schools. Besides, due to the COVID-19 pandemic, the alternative payment methods are becoming more relevant as cash is among the top 10 through which viral infections are transmitted.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Thus, the proposal was supported by public authorities, and the EBA experts were invited to join the Working Group on Improving the Nutrition System in Schools at the Ministry for Development of Economy, Trade, and Agriculture. Therefore, it is important to consolidate at the national level the possibility of providing consumers with an alternative method of payment in educational institutions.
