First, the saga with &#8220;so-called&#8221; <strong>soybean amendments<\/strong> has finally come to an end. The President signed the Law 466 (Draft Law No.1210) on Amendments to the Tax Code of Ukraine on Improvement of Tax Administration, Elimination of Technical and Logical Inconsistencies in Tax Legislation. This law, among other things, renews the VAT refund on the export of oilseeds (soybeans and rapeseed). Thus, equitable conditions of taxation and fair competition in the agricultural market are finally restored. It is worth noting that farmers have been waiting for this for almost 2.5 years.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Secondly, the Mineconomy has published a draft of the\u00a0<\/span><a class=\"_e75a791d-denali-editor-page-rtfLink\" href=\"https:\/\/www.me.gov.ua\/Documents\/Detail?lang=uk-UA&amp;id=c56b08ca-e69d-4f73-ad66-4d16ff8112e1&amp;title=ProektNakazuMinisterstvaRozvitkuEkonomiki-TorgivliTaSilskogoGospodarstvaUkraini-proZatverdzhenniaPoriadkuOfitsiinogoVstanovlenniaTa-aboPidtrimanniaStatusuMistsiaVirobnitstvaAboVirobnichoiDilianki-VilnikhVidRegulovanikhShkidlivikhOrganizmiv-PozbavlenniaTakogoStatusu-YogoPonovlenniaTaInshiUmoviOfitsiinogoVstanovlenniaMistsiaVirobnitstvaAboVirobnichoiDilianki-\" target=\"_blank\" rel=\"noopener noreferrer\"><span data-preserver-spaces=\"true\">Procedure for Establishing Pest Free Areas.<\/span><\/a><span data-preserver-spaces=\"true\">\u00a0Experts of the EBA Grain and Oilseed Committee have repeatedly emphasized the need to simplify the procedures for establishing pest-free areas. These phytosanitary procedures are part of the preparation of barley exports to China. Simplified submission of documents for the respective phytosanitary procedures required for barley exports to China is an important factor in ensuring the smooth export of barley to China.<\/span><\/p>\n\t<div class=\"blockquote-custom-big animate-block animate-block--before animate-block--to-right\">\n\n\t\t<div class=\"quote-header\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t<img decoding=\"async\" src=\"https:\/\/new.eba.com.ua\/wp-content\/uploads\/2017\/10\/Iryna_Dushnik.png\">\n\n\t\t\t\n\t\t\t\t\t<\/div>\n\n\t\t\t\t\t<blockquote class=\"blockquote-custom\">\n\t\t\t\t<span data-preserver-spaces=\"true\">On behalf of the business, I am sincerely grateful that our proposals were considered during the development of the procedure. It will be beneficial for Ukraine to intensify trade relations with China. After all, China is a billion-consumer market which is extremely promising given the population growth and price trends. Also, there has been a steady tendency to increase grain exports from Ukraine to China in recent years, so it is important for us to keep it up.<\/span>\n\t\t\t<\/blockquote>\n\t\t\t\t\n\t<\/div>\n\n<p><span data-preserver-spaces=\"true\">It should be recalled that barley is exported from Ukraine to China under the Protocol on Phytosanitary and Inspection Requirements for Barley Export from Ukraine to China of December 5, 2013. This Protocol requires the establishment of areas free from Tilletia controversa pests.
