The European Business Association met with Oleksandr Danyliuk, Minister of Finance of Ukraine, and his team – Evhenii Kapinus, Yana Bugrimova, Dmytro Kokhan and Yevhen Kozlov. We discussed the recent cyber-attack and eliminating its repercussions for business, taxation matters, reform of the State Fiscal Service and the new system of tax declarations automatic block.<\/span><\/p>\n

Firstly, representatives of the Ministry assured businesses that delays in filing reports due to the hacking attack would be resolved individually or systematically, depending on the scale of the problem. However, according to the Ministry, the issue of exemption from liability for late submission of tax reporting – resulting from the aforementioned circumstances – should be regulated at the legislative level. Precisely for this purpose, draft amendments to the Tax Code is currently being prepared which would allow the release of payers from penalties for the late registration of tax declarations issued during the relevant period.<\/span><\/p>\n

Another important direction of the Ministry’s work is the reform of the State Fiscal Service, which involves optimizing worktime, focusing on the quality of service provision and overcoming corruption. The service will be reformed with the assistance of the Ministry and the SFS Reform Support Team, steering committee, supervisory board, international institutions and consultants.<\/span><\/p>\n

Representatives of the Ministry also informed businesses that the system of automatic blocking of tax declarations would go into full-scale mode from 1 July. The algorithm for its working will be continuously refined and will take into account comments made by businesses as well as their proposals. At present, as stated by the Ministry, only 1.8% of taxpayers are subject to blocking and additional checks.<\/span><\/p>\n
