The European Business Association has always advocated the need for deregulation of Ukraine’s economy and actively provided proposals in this regard. At the same time, with the start of the full-scale war, the importance of simplifying the conditions for business increased even more.<\/span><\/p>\n

In April of this year, the EBA responded positively to the proposal of the Ministry of Economy to provide\u00a0<\/span>initiatives on the deregulation<\/span><\/a>\u00a0of economic activity. Conventionally, the EBA proposals are divided into two categories \u2013 temporary simplifications for the period of martial law and more complex proposals for the permanent implementation.<\/span><\/p>\n

The temporary simplifications requested by the business included cancellation of the list of critical imports and relevant currency restrictions for business, simplification of the conditions for imports into Ukraine, namely, the possibility of importing goods without mandatory labeling and permit documents, tax and customs simplifications, as well as a moratorium on inspections and improvement of environmental standards. Among the proposals for the permanent implementation were the cancellation of a range of permit documents that are not used in the EU (e.g. the conclusions of the sanitary and epidemiological examination), further digitization of the state, namely, the possibility of e-documents, further simplification of the conditions for obtaining permits, namely, in the field of construction and f environmental protection, etc.<\/span><\/p>\n

On June 15, the draft Plan on Deregulation and Business Support was published\u00a0<\/span>on the website<\/span><\/a>\u00a0of the State Regulatory Service of Ukraine.<\/span><\/p>\n

The EBA welcomes the publication of such a draft Plan and found in it not only the proposals that we addressed to the Ministry of Economy but also many other interesting proposals aimed at improving the conditions for doing business in Ukraine (for example, regarding the simplification of some permit procedures, including environmental impact assessment, the declarative principle for some licenses, deshadowing measures, etc.)<\/span><\/p>\n

In response to the publication of the draft Plan, the EBA prepared an official letter in which it provided more than 50 comments on the proposed steps, particularly, on customs and tax procedures, licensing, excise products, currency restrictions, etc.<\/span><\/p>\n

Therefore, we hope that the Plan on Deregulation and Business Support will not only be adopted but also implemented considering business proposals.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"
