On October 30, representatives of the European Business Association\u2019s Healthcare Committee took part in the official presentation of the Twinning project \u201cSupporting the Establishment of a State Agency for Medicines and Medical Devices Control in Ukraine.\u201d <\/strong>The project holds significant importance for the European integration and development of the pharmaceutical sector in Ukraine. As noted by Maryna Slobodnichenko, Deputy Minister of Health of Ukraine for European Integration<\/strong>, during the opening ceremony, the project will run from October 2025 to June 2027.<\/p>\n

The implementation of the Twinning project in Ukraine aims to establish a modern, transparent, independent, and effective regulatory authority in the pharmaceutical sector. This will mark an important step toward integrating Ukraine\u2019s healthcare system with European standards and strengthening institutional capacity in the pharmaceutical field.<\/p>\n

The initiative will be implemented by a consortium of experts from Lithuania, Poland, and Germany in cooperation with the Ministry of Health of Ukraine. According to project leaders, more than 90 European experts will contribute to the project, sharing experience, knowledge, and best European practices with the future Ukrainian regulator.<\/p>\n

Over the course of 18 months, the project will focus on three key areas:<\/strong><\/p>\n

    \n
  • harmonization of Ukrainian legislation with the EU acquis;<\/li>\n
  • development of the structure, operational procedures, and financial model of the new regulatory authority;<\/li>\n
  • training of Ukrainian specialists and strengthening the institutional capacity of the future agency.<\/li>\n<\/ul>\n

    The EBA Healthcare Committee congratulates the Ministry of Health team on the project\u2019s launch and expresses strong support for its objectives \u2014 the creation and operation of a new state control authority based on European standards. The Committee consistently advocates for an open and transparent process in building the new body\u2019s structure, selecting its leadership and team through competitive procedures, and ensuring a sound financial and methodological framework for its functioning. These principles will help ensure the regulator\u2019s efficiency, earn trust within the professional community, and foster further sector development.<\/p>\n

    It is worth noting that the new agency is expected to begin operations on January 1, 2027, in accordance with current legislation. Given the tight timeline, it is crucial to ensure that all key aspects are addressed promptly so that the pharmaceutical industry can fully transition to European regulatory and control standards and procedures.<\/p>\n

    The European Business Association extends its gratitude to the Ministry of Health of Ukraine for the opportunity to join the discussion of this important initiative. We highly value the Ministry\u2019s openness to dialogue and its commitment to engaging business in the reform process.<\/p>\n
