Last Friday, September 6th, representatives of the European Business Association\u2019s Customs Committee, along with co-chairs Oleg Kyriievskyi and Oleksandr Lazarev, met with representatives from the State Customs Service of Ukraine, the State Service of Ukraine on Food Safety and Consumer Protection (SSUFSCP), and the Ministry of Finance of Ukraine.<\/p>\n
The key issue discussed was the ability of Ukrainian businesses to clear goods subject to official control measures (phytosanitary, veterinary, and food safety) without entering customs terminals. This would be done directly at authorized facilities under the simplified \u201crelease procedure by location.\u201d<\/p>\n
The Customs Code of Ukraine requires enterprises granted the simplification of the \u201crelease procedure by location\u201d to obtain relevant documents from authorized bodies on the results of official control measures (Article 319, part 10, of the Customs Code of Ukraine).<\/p>\n
The absence of regulatory measures allowing the State Customs Service of Ukraine (SCSU) to provide SSUFSCP representatives with information about already authorized facilities for official control led to misunderstandings, preventing businesses from fully utilizing the simplifications.<\/p>\n
As a result of the meeting, businesses received confirmation from control bodies of their understanding that official control measures can indeed be conducted at authorized facilities. This is provided that SSUFSCP inspectors are granted verbal access approval to these facilities and that internet connectivity is available on-site.<\/p>\n
Business representatives also proposed adjustments to the functionality of the Single Window for International Trade system to optimize the organization of official control measures and simplify the provision of information required by the Customs Code, which is currently possible only via specialized customs software.<\/p>\n
This marks an important step toward implementing European integration requirements and significantly improves the process for food product importers. On behalf of the European Business Association, we express our gratitude to the SCS, SSUFSCP, and the Ministry of Finance for a productive meeting and proactive stance.<\/p>\n
At the same time, we look forward to official clarifications from the SSUFSCP on this issue and further refinement of procedural interaction between the services in the near future.<\/p>\n","protected":false},"excerpt":{"rendered":"
