December 3, 2020, marked not only the long-awaited adoption of the Law “On Inland Water Transport”<\/a>, but also the EBA Infrastructure Day, an annual traditional event of the Logistics Committee of the Association.<\/span><\/p>\n

During the event, there was a presentation of the Infrastructure Index 2020<\/a>, the first EBA expert study on the state of transport infrastructure of Ukraine conducted in partnership with Agreca and Sayenko Kharenko law firms. We also summed up the annual results on the development of railway, sea, river, international road transportation, as well as international air cargo and post shipments.<\/span><\/p>\n

The corona crisis has become a real test for the whole world, having a negative impact on the development of individual countries and economies. Surely, the pandemic has also affected the situation in Ukraine, which, among other things, complicated and slowed down the implementation of reforms in the infrastructure sector.<\/span><\/p>\n

The long-awaited event happened this year in the railway industry: a pilot project to attract private traction to the railway has been launched. Last but not least, this project is due to the fact that we, as a country, have a commitment to the EU to open the rail market with transparent and equal conditions, healthy competition for business, and quality passenger services. After the successful completion of the pilot, the next logical and expected step should be the opening of the private traction market by the adoption of the Law of Ukraine “On Railway Transport”.<\/span><\/p>\n

Certainly, the culmination of the work of the entire maritime and river sector was the adoption of the draft law \u21161182-1-d “On Inland Water Transport”. For more than 10 years, businesses have been waiting for a sectoral draft law for the development of Ukraine’s inland waterways. The business awaits the adoption of the draft Law \u21164168″On Amendments to the Budget Code of Ukraine to establish the State Fund of Inland Waterways” as the next logical step. Its provisions are aimed at promoting the development of onshore infrastructure of inland water transport, improving the state of the river economy, fostering the development of competitive markets for inland water transport services and investment attractiveness, reorienting cargo flows to environmentally friendly and economical river transport.<\/span><\/p>\n

According to the Infrastructure Index, the business community also looks forward to the following reforms and changes in the maritime sector as the reduction of port fees and deductions of the USPA\u2019s net profit to the state budget, the establishment of an independent regulator \u2013 the National Commission for State Regulation of Transport. These are the priorities that businesses see the need to focus on the most.<\/span><\/p>\n

We have finally seen a shift towards the development of international air freight. The first steps in the construction of the cargo terminal of the Boryspil International Airport have already begun as the additional land plots were already allocated. Thus, it is expected that a new cargo terminal at Boryspil Airport will be built in 2021-2023, after which the current obsolete terminal will be reconstructed and modernized, thus creating new opportunities for developing the airport’s potential and creating a large transport hub.<\/span><\/p>\n

Regarding international freight transport, the situation with the lack of car permits from the Republic of Poland reached a critical point in 2020. Thus, Ukrainian carriers received only 160,000 permits and as of October had completely exhausted this quota.<\/span><\/p>\n

At the end of this year, the Ministry of Infrastructure managed to agree on obtaining an additional 5,000 permits for Ukrainian carriers for 2020. This is good news, but it does not completely solve the problematic issue that traditionally arises at the end of the year. Therefore, the business hopes that the Ministry of Infrastructure of Ukraine will return to the issue of increasing the number of permits for 2021, and the European Business Association is ready to provide its support.<\/span><\/p>\n

The European Business Association will continue to work on improving the state of transport infrastructure in Ukraine, namely on improving regulations and legislation in the field of infrastructure. We hope that the next 2021 will be more favorable and we will be able to make up for the reforms that slowed down this year due to the pandemic and get a better estimate of the Infrastructure Index at the end of 2021.<\/span><\/p>\n
