Currently, 3,600 enterprises are state-owned in Ukraine. On the one hand, every fifth \u2014 unprofitable and salary arrears is 2.9 billion hryvnia in such structures. \u00a0On the other hand, in 2020 the number of participants in privatization auctions has doubled, and since the beginning of the post year Ukraine has increased revenues from privatization of state enterprises and property in 6.3 times. Therefore, in order to continue the positive dynamics, it is important to accelerate the privatization process.<\/p>\n

Thus, in early summer 2020, the European Business Association met with the Head of the State Property Fund of Ukraine Dmytro Sennychenko. And, already on August 20, the first regional meeting \u2014 of the EBA Southern Ukrainian Office with the management of the Fund of State Property of Ukraine Regional Branch in Odesa and Mykolaiv regions was held. It is symbolically, because Odesa region ranks 2nd<\/sup> place after Kyiv in the number of state-owned facilities that are leased and thus significantly replenish the state budget with the expense of rent.<\/p>\n

Oleksandr Pozdniakov<\/strong>, Head of the Fund of State Property of Ukraine Regional Branch in Odesa and Mykolaiv regions, and his deputies \u2014 Oleksandr Bazik, Dmytro Oksamytnyi, Oleh Sokol <\/strong>\u2014 revealed the issue of privatization as a tool for attracting investments and promoting competitiveness projects, introduction of online tools and open data (in particular, the online portal www.privatization.gov.ua<\/a> with available proposals for privatization and categorization of objects by status, electronic trading system ProZorro.Sales for small privatization objects at electronic auctions). Also, speakers have acquainted us with the main objects of large and small privatization in the regions. The audience’s questions concerned the exemption of state-owned tenants from rent and quarantine discounts, the procedure for exercising investors’ rights in lease agreements, prolongation of existing real estate lease agreements, taking into account the new Procedure, port leases and new concession plans etc.<\/p>\n

The moderator of the meeting, Kateryna Morozova<\/strong>, Head of the EBA Southern Ukrainian Office, noted that the State Property Fund has radically changed its approach and made its services more customer-oriented, and privatization has opened new business opportunities. In turn, the Association supports the Fund’s initiative to amend the laws of Ukraine in order to properly regulate the lease, and business insists on the need for the Government to approve the relevant bylaws to ensure the proper functioning of the mechanism provided by current legislation. We thank Mr. Pozdniakov and his colleagues for their readiness for dialogue.
