Since the beginning of December 2018, updated veterinary legislation came into force in the EU. It contains changes related to two key areas – veterinary drugs and production and circulation of veterinary medical feed additives<\/strong>. Adoption of this legislation is also important for Ukraine as it strengthens control in antibiotics usage in livestock breeding. However, currently in Ukraine this sphere is not regulated, which may lead to complications for exports of livestock products to the EU.<\/p>\n\t

\n\t\t\t\tEuropean legislation is a framework. If a country wants to export animal products like milk, meat, etc., national legislation must be in line with EU standards. Therefore, legislative renewal is extremely important for Ukraine\u2019s agribusiness development. Talking about antibiotic regulations, their usage mostly isn\u2019t regulated. Although in the EU there are very strict norms. For example, in terms of prevention and stimulation of growth it is forbidden.\n\t\t\t<\/blockquote>\n\t\t\t\t\n\t<\/div>\n\n

The State Committee for Procurement, together with the Ministry of Agrarian Policy, is developing a new version of the Law “On Veterinary Medicine”<\/strong>. Business expects the final version of the document will be published this year for further discussion.<\/p>\n

In addition, the business community hopes that the updated version of the National Law will contain five key changes<\/strong> highlighted by business (listed below). Also, it\u2019s important to note that currently four out of five points are not regulated in Ukraine at all.<\/p>\n

Firstly, the procedure for registration and re-registration of veterinary medicines is too bureaucratic<\/strong>. So, for example, in Europe, a drug needs to be registered, and after five years, re-registered. Further re-registration is required only when, for example, there are changes in the composition of the drug, etc. In Ukraine, re-registration should be carried out every five years, which will not simplify doing business.<\/p>\n

Secondly, it is necessary to strengthen control over the circulation and usage of antibiotics in livestock breeding<\/strong>.<\/p>\n

Thirdly, it is necessary to regulate the use of autogenous vaccines<\/strong> (used as an alternative to antibiotics).<\/p>\n

Fourthly, it is important to bring the standard terminology to a single denominator<\/strong>, for example, what is “veterinary drug”, “feed additive”, “medical feed additive”.<\/p>\n

Fifthly, it is important to improve the procedure for prevention and treatment of infectious diseases in agriculture<\/strong>, especially in the poultry industry.<\/p>\n
