On July 24, the Southern Ukrainian Office of the Association met with the Odessa Regional State Administration. Svitlana Shatalova, deputy head of the regional state administration, reported on achievments in Odesa oblast, changes in the powers of the state supervisory bodies and establishing a dialogue with entrepreneurs during inspections. After all, it is known that the Decree of the Cabinet of Ministers of Ukraine dated December 18, 2017, No. 1104 (came into force at the end of February 2018) restored the measures of state supervision and control and the list of bodies that carry it out.<\/p>\n

Today the list has been supplemented by bodies such as the State Audit Office, State Service, of Ukraine on Medicines and Drugs Control, The State Service of Ukraine for Geodesy, Cartography & Cadastre, The State Emergency Service of Ukraine, the executive bodies of local self-government bodies (on issues of state architectural and construction control, and on measures to enforce labor legislation), bodies of state market supervision within their spheres of responsibility. That is, 23 territorial executive authorities were empowered to audit business entities. As Mrs. Svetlana emphasized: “Planned measures are executed toward the subject in written notification of the business entity not later than 10 days before the date of implementation. The term is no more than 10 working days, and extension of the term is not allowed. And the main principle is the selectivity of control based on risk assessment in the subject of business, which is in line with the leading international practice.”<\/p>\n

During the event, member companies disscused their questions with representatives of the Odessa Regional State Administration.\u00a0 One of them became the problems of interaction with the ecological state inspection of the Black Sea, the implementation of the SFS decision, problems of customs clearance and overcoming of smuggling, the prevention of unplanned inspections with the use of sanctions, increase of the gross regional product and the creation of an acceptable environment for investors.<\/p>\n

Some communicative instruments were proposed to business with OSA – The Department of Economic Policy and Strategic Development of the Regional State Administration, which is always ready to assist in the need for in-depth analysis of the problem and preparation of amendments to regulatory acts; Regional interdepartmental commission on protection of investors’ rights, combating illegal takeover and seizure of enterprises, whose activities were recently restored and already held 2 meetings and considered more than 40 cases; and CE “Bureau of Regional Development”. Just during the meeting, Director of the Bureau Irina Vakhrameeva spoke about the activities of the communal enterprise, noting that one of the main aspects is the attraction of investments aimed at the development and strengthening of the Odessa region and support of domestic producers in general.
