Subcommittee on Cybersecurity
The Subcommittee on Defense Technologies

The Subcommittee on Cybersecurity was established in the summer of 2024 on the base of Business Security and Protection Committee. The reasons for its creation include the current level of importance of technology integration into all spheres of life and the active phase of full-scale invasion. Cybersecurity is an integral and key element of a country’s overall security, and issues of information protection, cyber defense, and cyber resilience are becoming increasingly relevant. At the same time, the growth of regulatory initiatives in the field of cybersecurity in Ukraine, both at the national and sectoral levels, particularly in the context of Ukraine’s European integration movement, requires active business involvement in shaping effective and balanced policies.

The EBA Cybersecurity Subcommittee was established at the initiative of the participants of the Dialogue on Cybersecurity Program.

The Cybersecurity Dialogue Program is supported by the USAID Cybersecurity for Critical Infrastructure in Ukraine Activity in cooperation with the Aspen Institute Kyiv.

    Priorities of the Subcommittee:

  • Advocacy of regulatory legislative initiatives at the national and sectoral levels to implement best practices, establish transparent conditions for business and create incentives for the development of the cybersecurity sector.
  • Serving as a platform for public-private dialogue, primarily on issues that may impact business activities in Ukraine, including service providers, product suppliers in the field of cybersecurity, or recipients of such services and products.
  • Organizing private–private or private–public interaction among cybersecurity professionals in the private and public sectors, as well as cooperation with other business associations and industry groups.

The Subcommittee on Defense Technologies was established within the Security and Business Protection Committee of the European Business Association.

The Subcommittee brings together companies engaged in the production of defense technologies, personal protective equipment, electronic warfare (EW) systems, and other military products, as well as companies providing services and solutions to support and develop the defense industry sector. Its goal is to ensure effective interaction between business, government bodies, and international partners; to foster joint initiatives aimed at enhancing the competitiveness of Ukrainian defense companies; and to create a platform for sharing experience, technologies, and innovative solutions.

    Key Areas of Focus:

  • Lobbying — representing the interests of defense industry companies and promoting the creation of stable and predictable regulatory conditions for business development.
  • Export Policy — developing a concept for balanced (limited) export of defense-related goods and services in line with national security interests.
  • Access to Finance — expanding opportunities for attracting investment and building partnerships in B2B, B2C, and B2G formats.
  • Legislation and Intellectual Property — preparing legislative proposals aimed at developing the sector and ensuring adequate protection of intellectual property rights.
  • Codification of Weapons and Equipment — contributing to the improvement of procedures for registration, certification, and implementation of new models of armaments and military equipment.
