EBA representatives raised key regulatory issues at an interagency meeting with the Minister of Economy

  Representatives of the European Business Association joined an interagency working meeting chaired by Oleksii Sobolev, Minister of Economy, Environment and Agriculture of Ukraine, with the participation of relevant Deputy Ministers, heads of central executive authorities, and Members of Parliament of Ukraine. The participants continued discussions on key regulatory issues previously highlighted by the Association’s experts. In particular, the parties exchanged information on the current status of initiatives under consideration and identified further steps to be taken by the responsible public authorities. Special attention during the meeting was given to the issue of simplifying permitting procedures for the construction and grid connection of renewable energy facilities, which remains a priority for public authorities alongside other initiatives aimed at increasing electricity generation capacity. The meeting also addressed the adoption of a new framework Technical Regulation on energy labelling and amendments to a number of regulations covering specific product categories, with the aim of implementing the provisions of the Law of Ukraine “On Energy Efficiency”. Participants were informed that, following an additional coordination meeting involving the State Agency on Energy Efficiency and Energy Saving and the Ministry for Restoration, a further action plan and indicative timelines for the approval and adoption of the relevant draft regulatory acts had been agreed. Participants also discussed the status of consideration of the Association’s proposals on simplifying licensing procedures for the import and export of goods and equipment containing ozone-depleting substances and fluorinated greenhouse gases. It was reported that this issue is currently at the stage of additional analysis and interagency review, and that a separate meeting is planned for its detailed consideration. In addition, the meeting raised the issue of implementing changes to the electronic system “Electronic Queue for Border Crossing”, in particular regarding the priority inclusion of companies holding the status of Authorised Economic Operator (AEO). According to representatives of the Ministry for Restoration, the launch of the relevant functionality is expected in the first quarter of 2026. The European Business Association expresses its gratitude to the Ministry of Economy, Environment and Agriculture of Ukraine, personally to Minister Oleksii Sobolev, as well as to all involved ministries, public authorities, and Members of Parliament for effective interagency coordination, openness to dialogue, and readiness to continue joint work on the issues raised by the EBA.
