The profession of “lobbyist”: reporting requirements and how to submit them

  The Committee on Lobbying and Transparent Policies, together with the Professional Development Centre of the European Business Association, held an important discussion dedicated to the practical aspects of implementing the Law of Ukraine “On Lobbying” and preparing reports for the NACP Transparency Register. As of 1 September, the new regulation has officially come into force, and more than one hundred lobbying entities have already been entered into the Register. Ahead lies the first reporting wave, scheduled for early 2026. This is why businesses are already actively seeking clarity on the requirements and procedures for reporting. During the webinar with representatives, we examined in detail: the mandatory elements of a lobbying entity’s report; the data and documents companies should begin collecting now; the NACP’s approach to assessing the completeness and accuracy of reports; liability for failure to submit or for inaccurate reporting, as well as ways to minimise risks. We sincerely thank the speakers for their valuable insights and professional dialogue.
