EBA prepared a Business Climate Note highlighting key challenges and opportunities for business development in Ukraine

  The European Business Association has prepared a new analytical document — the Business Climate Note, which summarises the main challenges faced by businesses in Ukraine, as well as practical recommendations for addressing them. The EBA regularly conducts research on the state of business and develops analytical materials reflecting current trends in the Ukrainian economy and regulatory environment. The findings of these studies, along with the inputs from the EBA’s Committees, served as the foundation for the Business Climate Note. The document covers the following key areas: Predictable Regulation — phased implementation of EU standards (REACH/CLP, ETS/CBAM, medical devices, e-audit, strong customer authentication) with transitional periods and official clarifications. Capital and Finance — war risk insurance, guarantee instruments for SMEs, gradual liberalisation of foreign exchange restrictions and dividend repatriation. Human Capital — improving mobilisation deferment rules, avoiding double taxation of citizens temporarily residing abroad, and developing targeted reskilling programmes. Trade Procedures — simplification and harmonisation of customs and licensing processes, digitalisation, and the development of sustainable supply chains. Sector-specific priorities include: Energy — development of renewables and energy supply security, Health Care — regulatory harmonisation with the EU, Agriculture — compliance with EUDR and PPP regulations, Subsoil Use — permitting procedures and waste management, Excise Goods — combating the shadow market. The European Business Association hopes that the proposed solutions will serve as a useful resource for public authorities, businesses, and the expert community in implementing reforms aimed at improving the investment climate and business environment in Ukraine, for the benefit of society, the business community, and the country as a whole.
