The State Tax Service presented new services to the business community

  Representatives of the European Business Association took part in a meeting between business associations and the State Tax Service. Starting from 2025, such meetings have become regular, which is welcomed by the entire business community. During the meeting, the Tax Service presented several new services, including: tax consultants’ offices, updated risk criteria and mechanisms for blocking tax invoices, a dashboard for monitoring state budget revenues, automated debt collection, the first steps towards integrating tax services into Diia for individuals (non-entrepreneurs). The EBA’s representatives suggested improving the balance between the service and control functions of the Large Taxpayers Office, to ensure that major taxpayers do not face additional pressure from tax authorities due to an excessive number of information requests. These companies generate a significant share of state budget revenues and employ large workforces. The business community also emphasised the need for the State Tax Service of Ukraine to initiate appeals to the Ministry of Finance regarding the preparation of generalised tax consultations, particularly concerning Article 103 of the Tax Code of Ukraine on “The procedure for applying an international treaty of Ukraine on the avoidance of double taxation in relation to full or partial exemption from taxation of non-residents’ income sourced in Ukraine.” The European Business Association shares the position of the Business Ombudsman, Roman Waschuk, on the need to address the issue of non-enforcement of court decisions, even after successful appeals. The EBA supports the State Tax Service’s open dialogue with the business community, as it helps take into account the real needs of entrepreneurs, enhances the service-oriented approach of the Tax Service, and strengthens business trust in regulatory authorities.
