EBA Animal Health Care Committee met with AnimalhealthEurope and the Ministry of Economy, Environment and Agriculture

21/ 08/ 2025
The Animal Health Care Committee of the European Business Association held a joint meeting with AnimalhealthEurope, the association representing manufacturers of veterinary medicines, vaccines, and other animal health products in Europe, as well as with representatives of the Ministry of Economy, Environment and Agriculture. During the meeting, participants discussed: the implementation of the Law of Ukraine “On Veterinary Medicine” No. 1206-IX and the proposed amendments in Draft Law No. 12285-D; requirements regarding GMP inspections, local batch control, and licensing of activities; the potential consequences of adopting amendments to Draft Law No. 12285-D for the competitive environment, investment, and the availability of veterinary medicines for farmers and animal owners. The business community expressed concern that the new provisions of Draft Law No. 12285-D could create additional barriers for international companies, increase costs, and reduce the availability of high-quality veterinary medicines in Ukraine. Participants emphasised the need to harmonise Ukrainian legislation with European standards and to establish a realistic transition period for manufacturers and regulatory bodies to adapt. As a result of the meeting, the parties agreed to hold further consultations and explore the possibility of amending Draft Law No. 12285-D before its second reading in the Verkhovna Rada. The Animal Health Care Committee thanks all participants for the constructive dialogue and looks forward to continued fruitful cooperation.
