Business priorities for the new Government

  On 17 July, the Verkhovna Rada of Ukraine approved the appointment of Yuliia Svyrydenko as the Prime Minister of Ukraine, along with the renewed composition of the Cabinet of Ministers. The European Business Association warmly congratulates Yuliia Svyrydenko and the newly appointed ministers and expresses its hope for continued cooperation towards positive change and structural reforms in the country. In light of the EBA’s 2025 priorities and the most pressing issues raised by member companies, the EBA has compiled a list of key priorities for the Government’s immediate attention: Ensuring macroeconomic stability, particularly through adherence to IMF benchmarks and Ukraine Facility criteria, in order to maintain international financial assistance. Effective de-shadowing of the economy as a mechanism for freeing up funding for defence spending, while also promoting fairness and a level playing field for businesses. Improving the functioning of customs and tax authorities, as well as the Economic Security Bureau. Further harmonisation of Ukrainian legislation with EU laws and regulations, to accelerate European integration. Systemic anti-corruption efforts and the ongoing development of anti-corruption infrastructure. Judicial reform and the establishment of rule of law. Balancing defence and economic interests, including the introduction of economic reservations for employees and a transparent and predictable procedure for reserving personnel based on critical importance. Support for businesses in frontline regions, including through tax incentives, grants, access to finance, demining efforts, and differentiated air raid warning systems. Further currency liberalisation as a precondition for attracting foreign capital. Development of financing tools for business, as well as insurance mechanisms for war and political risks.
