Year-end meeting of the EBA Tax Committee with Danylo Hetmantsev

  On 23 December, members of the European Business Association’s Tax Committee held their final meeting of 2025. Together with the Chairman of the Verkhovna Rada Committee on Finance, Tax, and Customs Policy, Danylo Hetmantsev, EBA member companies reviewed the year’s legislative work and outlined immediate plans for 2026. The meeting participants discussed priority legislative initiatives aimed at formalising the economy, including: Introducing VAT for single-tax payers; Taxation of income derived from the sale of goods/services via digital platforms; Abolishing the tax-free limit for postal shipments; Refining provisions of the Tax Code concerning controlled foreign companies (CFCs). Business representatives emphasised the need to review certain provisions of the Ukrainian Tax Code, which contain inaccuracies in the official version published on the Verkhovna Rada website. Participants highlighted the importance of clearer and more detailed legislative wording to avoid the need for additional clarifications from regulatory authorities. Separately, companies involved in the production and trade of excise goods expressed hope for the timely signing of Law No. 4698-IX, adopted on 3 December 2025. The meeting concluded with the expectation that 2026 will be a year of systematic efforts to combat the shadow economy and to create fair and transparent business conditions in Ukraine.
