EBA Statement on developments threatening the independence of anti-corruption institutions

22/ 07/ 2025
The business community of the European Business Association expresses concern over the fast-tracked adoption of Draft Law №12414 by the Verkhovna Rada, which puts at risk the independence of key anti-corruption institutions – the National Anti-Corruption Bureau of Ukraine and the Specialized Anti-Corruption Prosecutor’s Office. The Association calls on the President of Ukraine to veto Draft Law №12414 in order to prevent the rollback of anti-corruption reform, which remains a vital reference point on Ukraine’s path to European integration. Numerous surveys of executives from EBA member companies consistently show that the fight against corruption and the rule of law are among the top priorities for business in its engagement with the authorities. An independent and effective anti-corruption infrastructure is one of Ukraine’s key commitments in the EU integration process. Any attempts to undermine the systemic reforms launched after the Revolution of Dignity would also threaten the country’s European future. In the context of russia’s full-scale invasion, unity between the government, business, and civil society is of critical importance for resilience, effective defense, successful recovery, and economic development. The international community and foreign investors are closely monitoring Ukraine’s reform progress – our actions must therefore reinforce trust and reaffirm our dedication to European democratic values.
