Meeting with the leadership of the Main Department of the State Tax Service in the Odesa region

On December 23, 2025, a working meeting was held between business representatives and the leadership of the Main Department of the State Tax Service in the Odesa region. The event took place within the framework of the Regional Council of Entrepreneurs under the Odesa Regional Military Administration, which brings together representatives of business, government, and the expert community to discuss current economic and regulatory issues. Kateryna Morozova, Head of the Southern Ukrainian Office of the European Business Association (EBA) and Deputy Chair of the Regional Council of Entrepreneurs under the Odesa Regional Military Administration, joined the meeting together with representatives of the Association’s member companies. During the discussion, participants addressed key topics of concern for the business community, including: planning and priorities of tax inspections for 2026; VAT refund mechanisms and 2025 performance across key sectors; accounting for power outages during inspections; tax implications of property damage or destruction caused by military aggression; practical aspects of differentiating current and capital repairs; specifics of audits of transactions with private entrepreneurs The meeting was held in an open dialogue format, allowing businesses to discuss practical challenges and receive clarifications from the tax authorities. Such discussions remain an important element of the partnership between business and the state, aimed at enhancing regulatory transparency and predictability of operating conditions. The European Business Association extends its gratitude to Yuriy Hurskyi, Head of the Main Department of the State Tax Service in the Odesa region, for his openness to dialogue and constructive cooperation, as well as to all EBA member companies that took part in the discussion.
