EBA discussed technical issues of the REACH and CLP Regulations

  On 20 November, representatives of the EBA Subcommittee on Chemical Safety took part in the workshop “UA-CLP and UA-REACH: What Changes for Chemical and Construction Products and How the Control System Works,” organized by the NGO “Living Planet.” The event was also joined by Ihor Zubovych, Deputy Minister of Economy, Environment, and Agriculture of Ukraine; Dmytro Zaruba, First Deputy Head of the State Environmental Inspectorate of Ukraine; Nataliia Diuzhylova, Deputy Head of the State Inspectorate for Architecture and Urban Planning of Ukraine; Oksana Mylianyk, expert of the Reform Support Team at the Ministry of Economy; and Dmytro Yalovyi, OSCE expert in chemical safety. During the workshop, companies received up-to-date information from regulatory authorities and representatives of the Ministry of Economy regarding the process of postponing the entry into force of the REACH and CLP regulations, as well as answers to technical questions about the regulations. When outlining inspection plans, Ministry representatives highlighted a shift in approach - from sanctions to preventive measures. The Ministry also plans to strengthen laboratory capacity, ensure prompt responses to violations of legislation, and conduct effective monitoring to prevent such cases. The EBA is grateful to the NGO “Living Planet” for the invitation and a valuable event. The Subcommittee will continue cooperating with state authorities to develop proposals for further harmonisation of technical regulations in the field of chemical safety.
