One Year of Address Register

  Let’s summarise the first year of the Unified State Address Register (Address Register) implementation. Significant results have been achieved this year. 🟦 Over 93% (323+ thousand) of streets 🟨 23% (2.47+ million) of addresses have been verified in settlements. This progress is a crucial step towards improving the quality of address data, which will enhance information exchange between systems, reduce errors, help combat real estate fraud, and simplify the provision of social services. For communities, this means better tax administration and increased local budget revenues. 1,298 communities are actively populating Address Register, and 30 largest cities and 1,112 communities have already fully completed street verification. Vinnytsia, Volyn, Zakarpattia, Kirovohrad, Mykolaiv, and Kherson regions have achieved 100% completion of street verification. Among regional centers, Sumy, Lviv, and Kherson are the leaders. Currently, 1,128 communities have started address verification, with Kherson, Mykolaiv, and Volyn regions showing the best results. Among large cities, the highest indicators for address verification are in Lviv (98.6%), Kherson (96.1%), and Sumy (79.9%). Competence Centers operate in each region, comprising the best specialists who coordinate communities and provide methodological support on Address Register matters. The Register itself was created in accordance with the norms of the European Spatial Data Infrastructure (INSPIRE), which ensures compatibility with European spatial data systems and further integration into international digital services. The Unified State Address Register is being implemented in cooperation with the Ministry for Communities and Territories Development of Ukraine and the Ministry of Digital Transformation of Ukraine. The system’s development is supported by the “Digitalization for Growth, Integrity and Transparency” (UK DIGIT) project, implemented by Eurasia Foundation and funded by UK Dev. East Europe Foundation is a project partner.
