INTEGRITES Initiates Antidumping Investigation to Protect Ukrainian Producers of Electric Water Heaters

  INTEGRITES, acting as the legal representative of the Ukrainian companies Ukratlantik LLC and Hydroprom LLC, prepared the evidence and initiated an antidumping investigation into imports of electric storage water heaters originating from China into Ukraine. The INTEGRITES International Trade team prepared and filed a complaint to the Ministry of Economy of Ukraine requesting an initiation of an antidumping investigation into dumped imports of Chinese products. The complaint provided substantiated evidence that imports of water heaters originating from China into Ukraine were carried out at dumped prices, resulting in a significant increase in the volume of such imports both in absolute terms and relative to the consumption and production of similar goods in Ukraine. In addition, it was proved that the prices of Chinese imports were lower than both the average market prices and cost of domestically manufactured goods, causing significant injury to the national producers. At the same time, the significant production and export capacity of the PRC poses a continued risk of further increases in the volume of dumped imports into Ukraine. Following the consideration of the complaint by the Ministry of Economy of Ukraine and the Interdepartmental Commission on International Trade, the Commission adopted the Decision No. AD-586/2025/441-01 “On Initiation and Conduct of Antidumping Investigation Related to Imports into Ukraine of Electric Storage Water Heaters Originating from the Peoples Republic of China”. The official notification was published in the Uryadovyi Kurier newspaper on 12 July 2025. Yevgen Ivanets, Trade Investigations Counsel at INTEGRITES, who is leading the project: “Given the critical situation of the national industry, further growth of dumped imports and injury, Ukrainian water heater manufacturers are counting on the fastest possible application of antidumping measures provided for by Ukrainian and international legislation to protect the national producer and restore fair competition in the market. During the martial law period, support for domestic production became particularly critical. Now it is not only an economic but also a strategic necessity. The decision to launch the investigation shows that protecting Ukrainian producers from dumped imports is indeed becoming one of the priorities of the Ministry of Economy of Ukraine and the Government. This is a good signal for business: the state is ready to act if companies clearly articulate their position, record unfair competition and seek help”.
